T'Pesh enters carrying her Padd in tote.
T'Pesh looks around an inspects the quarters and to check Ullan's current status of waking or sleeping.
Ullan is gazing out of the porthole, watching the stars
You say, "There is some concern."
Ullan turns around "By all means, Lieutenant, elaborate"
You say, "I question why it is Admiral Blake does not desire to have your side of the incident known."
You say, "But it is with out question probably more to your benefit to accept the NJP."
Ullan smiles "Nothing forbids me to speak with the free press after the settlement"
You say, "Yes it does."
You say, "You are a member of Starfleet you cannot speak with the press as a member of Starfleet at all."
Ullan sighs "Well... no press then. You're right, I wonder what he is trying to hide"
You say, "Whatever it is.. it has no baring on the case."
You say, "And his paranoia is holding up due process"
You say, "this case is about your stunning Commander Hendricks and nothing else."
You say, "I can tell you that he is refusing to submit a mission outline as instructed by defense."
You say, "He is in ultimate control over what it is he reveals about the mission."
Ullan hmms "It goes further than that I'm afraid. If the case goes public, details of the mission will be demanded and it is my suspicion that he was acting on his own accord"
You say, "Therefore he still has the power to hide whatever it is."
You say, "Even if he was acting of his own accord.. that still has no baring on /this/ case."
You say, "That is his problem."
You say, "and that would not even be asked of him."
You say, "The material he is to provide is simply to show that your line of thinking was not in accord with what the mission was at that time."
You say, "It has nothing to do with his permission to exercise the mission"
Ullan says, "Would he be able to prove that, without revealing what ship I was on?"
You say, "From his response yesterday to my figurative use of the word 'you' during our meeting I have gathered that he is paranoid and believes that he is under investigation."
Ullan says, "Perhaps he is, and he cannot afford this sort of publicity?"
You say, "There is a different president now."
You say, "I doubt this would be an issue for him."
Ullan blinks "Thre is?"
You say, "at the time of the mission, the president was Jamis"
You say, "the President is now Saris."
You say, "more over Starfleet does have some flexibility when it comes to Federation security"
You say, "there was reason to believe at the time that there would be further kidnapping."
Ullan says, "Perhaps"
You say, "If there is some objective in the mission which was against the Prime Directive.. for the purpose of this case.. Admiral Blake still has the ability to leave that out."
Ullan says, "But why use a broadsword when you can use a scalpel?"
You say, "therefore his paranoia is drawing more attention to him than if he were to just comply with demands."
Ullan sighs "I always knew we were pawns, but I'd at least want to see the whole board"
You say, "I don't believe that Admiral Blake knew how thorough I am at investigating."
Ullan smiles "I don't think anyone knew"
You say, "It is illogical not to. My history is publicly recorded."
You say, "I will take some time to review the case notes now.."
T'Pesh sits down and begins to quietly read.
Ullan says, "I know, but I think many people underestimated you, despite your prior achievements"
You say, "I sent this message to ADmiral Blake."
Ullan says, "Which message?"

Subject: Mission Outline Request
-----------------------------------------------------------------------------
Admiral Blake,

I am aware that you are currently trying to make arrangments to aforego a trial, however, should a trial be deemed necessary anyway, I am still in the process of collecting evidence which would give the defendant the most fair trial possible. The defense no longer objects to your sitting on the trial board, however there is important mission information that you have which is needed. This information is not a deciding factor in the case but it is relevant. The defense cannot be satisfied with recieving the details of the mission from the parties involved because the Defense received four different reports of what exactly the mission was. All have stated however that the mission was given under your orders. The defense requires an outline of the Mission that day and the objectives which were to be completed inorder to achieve the mission. I can assure you that the mission it self is not on trial, but in the interest of presenting the complete facts the mission outline is necessary. Since there are four different versions of what the mission was, it is most logical that what version you give of what the mission and objectives were is undeniably accurate. As these are undeniably and unarguably accurate there is no need to testify or bare witness because there can be no argument given about what it is you instructed them to do on this mission as it pertains to this case. Attached please find a sample mission outline. This is provided as an example to show you what it is the defense is requesting.
------------------------------------------------------------------------------
                            SAMPLE MISSION OUTLINE

MISSION: Secure homeworld Vulcan, planatary defense site from enemy forces.

OBJECTIVES:
A) Orbit Vulcan
        1) Uss Reprisal will be dispatched to Vulcan
        2) Mission under command of Captain Solik
B) Beam down to Surface
        1) Find parimeter where forces will not be detected by the enemy
C) Use minimum force necessary to:
        1) Security Vulcan Planetary Defense
        2) Capture enemy forces
D) Maintain Mission Confidentiality
        1) Mission is top secret as civilians are not aware of the threat
        2) Information to be given to crews as decided by CO on a need to
           know basis.
--[Sent from: USS Reprisal]------------------------------[End transmission]--
You say, "Need to know basis is often misinterpreted to knowing nothing."
You say, "Even if you are not privy to the complete mission details in a briefing there should be some briefing about the objectives you are going to participate in."
Ullan says, "We discussed that earlier, and I agree to your statement"
You say, "Have you managed to abstain from alcoholic beverages?"
Ullan nods "Fully, since the incident"

Flames can be seen portruding from a Starfleet Academy building. On the campus grounds five people, dressed in normal civilian garb, can be seen walked out in magnacuffs. Standing in front of the camera is mild mannered reporter Fayden McMahon.

As you can clearly see behind me the West wing of Starfleet Academy's Engineering hall is burning. Word on the street has it that the delay in Starfleet's trials combined with no statement about the Rihannsu conflict have culminated to this, moving from the peaceful protests that were going on outside of Governer Buchanon's office to, well, this. Again, funding and support of this is said to have come from former governer Phillip Burns.)]

More on the 11'o clock news! This is Reporter McMahon saying I'll be seeing you then.

Subject: Interview
-----------------------------------------------------------------------------
--[ICMAIL from: Fayden]--------------------------[Mon Apr 28 04:54:48 2396]--
     To: T'Pesh, Hendricks, Cooper, Juneau
Subject: Interview
-----------------------------------------------------------------------------
It seems you people, Starfleet officers, are at the center of attention on Terra. And while it seems there has been no attempt to answer any questions that the people of Terra have, we are more than willing to listen to the Starfleet of teh story, as would the people!
--[Sent from: USS Reprisal]------------------------------[End transmission]--
-----------------------------------------------------------------------------
Ullan says, "Oh, Lieutenant, perhaps you've heard of the riots on Terra?"
You say, "No recuit.. what is going on."
Ullan sighs, a touch angry as well "A rioting mob set fire to the engineering wing of Starfleet Academy, demanding a more immediate response to trials regarding the Romulan conflict... Channel 4 has contacted me, asking for an interview"
You say, "At this time it would be unwise to give an interview."
Ullan says, "I told them I had to talk to you first... but told them that I distantiate myself from the riots as they stand against everything I have sworn to protect"
You say, "At this time I will direct them to Starfleets Public Affairs officer."
[Intercom: Juneau]--[Ensign Juneau to all interested personnel. An Away Mission tactical simulation will be starting on the holodeck in 10 minutes. Any personnel who wish to participate may do so.]
Ullan listens to the intercom "Sounds like something I'd be interesting in participating in. But I fear that my marine babysitters won't let me"
You say, "This will soon be over."
You say, "I am concerned for your safety however."
You say, "If they are willing to deny your right for a trial.. then they may fear you know something."
You say, "Do you know something?"
Ullan says, "Yes... I do"
You say, "What do you know?"
Ullan says, "If you remember, before the whole incident started, who was I guarding? Galae'enriov Hexce. If you spend 36 hours with someone, it is inevitable that they at some moment tell you what they are there to do. Hexce was aboard DS9, because the Yorktown has a cloaking device. The Federation was trying to get his approval to use it. Obviously, they didn't get it or the confirmed presence of the device angered the Galae'enriov. The whole mission was staged so they could kill are involved Romulans, so nobody would ever know that the Federation violated the treaty"
Ullan says, "Two other people knew it for sure that this device is present, all three of us have been on the Yorktown with Hexce. Of the three, I am the last surviving member"
Ullan says, "Of the three, I am also the only one that flew the Phoenix before it was refitted, so I can positively verify every single change on that ship"
T'Pesh nods to Ullan.
You say, "This is most interesting."
You say, "This means that your life is also in danger."
Ullan says, "Now do you understand why I requested the Marine guards?"
You say, "But I still don't understand why you fired on Lt. Commander Hendricks."
You say, "Do not repeat what you know to anyone."
Ullan says, "They claimed it to be a rescue mission, or a mission to halt further kidnappings, while in fact it was a hunt for Hexce"
Ullan says, "Now do you understand why Blake will not give you the mission outline?"
You say, "No I do not"
You say, "take a moment to look at this logically."
You say, "I have been away from the fleet for about a year."
You say, "When I returned I had no knowledge of anything that has been going on."
You say, "and for all intents and purposes.. you were 'delusional' at the time of the shooting."
Ullan says, "Blake is not thinking logically, Lieutenant. He fears that I have told you what I just did"
Ullan looks around "Which brings me to the hope that this room is secure"
You say, "therefore even a false mission outline would be appropriate."
You say, "I will remain here in this room with you unless it is absolutely necessary that I leave it."
You say, "Has Admiral Blake contacted you and requested your silence in return for NJP?"
Ullan says, "Does it not imply that on his request?"
You say, "Do you wish to make it known what the mission was for?"
Ullan says, "No. Never"
You say, "Then perhaps a private meeting with Admiral Blake to allay his fears would be more appropriate."
Ullan says, "Doing that will forfeit my life, yours and what is perhaps even worse, the credit the Federation has with it's citizens"
You say, "the last part is what I truly agree on and why I find it more logical not to make this public information."
You say, "This remaining secret would be for the good of the Federation."
You say, "But there is still the problem of your fellow officers' loss of credibility in you."
You say, "They atleast deserve to hear the Sleep Deprivation Psychosis argument."
Ullan says, "A small price to pay, Lieutenant, I can gain it back"
You say, "They have termedyou a rogue shooter"
You say, "with that opinion of you.. Admiral Blake would not have to soil his own hands to ensure your silence."
Ullan says, "Well, then we should meet with Blake. He drops all charges, we get to make our Sleep Deprivation public, all are happy"
You say, "your reputation needs to be repaired prior to your re-placement on active duty."
You say, "With the knowledge you have.. your assignment would be better suited to intelligence."
You say, "These are details best discussed with Admiral Blake."
Ullan laughs "I have seen a federation citizen disguise himself as romulan and back again"
You say, "This would not be difficult for a Vulcan. Romulans and Vulcan's are anatomically similar."
Ullan says, "I am referring to cloaking and holo devices, small enough to fit on a wrist"
T'Pesh nods to Ullan.
Ullan says, "Ronai Entriz knew what I know, I am sure of that, as he was caught aboard the Yorktown"
Ullan says, "He too didn't survive it. Had he not attacked me, I would have been in the cell with him when the explosion occured"
You say, "I find it interesting that Admiral Blake was also present when this attack occurred."
Ullan says, "And was injured, be it not too gravely. The attacker used a shaped charge"
You say, "This again is to your advantage."
You say, "Perhaps Admiral Blake is contemptous regarding his attitude toward me because it is not a necessity that you and I communicate verbally. We are both telepathic individuals who can speak with each other without saying one word."
Ullan says, "Tell me this, if the attacker wasn't going to be there for the explosion, why use a shaped charge?"
You say, "There was a fourth party present"
You say, "as well as other individuals from Security"
Ullan says, "If you were there to kill someone, and know you wouldn't be there to see the device explode, would you be so precise?"
You say, "Also.. the victim a known telepath could have communicated any information he knew without saying a word."
Ullan says, "Or would you blow the whole brig? Unless, offcourse, the person who instructed you to do it to begin with was present"
You say, "interesting."
You say, "Logical"
You say, "I am impressed"
Ullan says, "Was it not a half miracle that I survived?"
You say, "Would your silence be ensured from a Starfleet Prison colony though?"
You say, "Initially they were trying to get you life in prison"
Ullan says, "How many prisoners have ever escaped from such a colony?"
You say, "Prisoners.. very few.. News.. Very much"
Ullan says, "There it wouldn't matter to how many people I told this, nobody would tell it to someone who mattered. I believe they don't want to take that risk"
You say, "not all individuals remanded to prison colonies are to be there for the duration of their lives."
You say, "News has no bars."
Ullan says, "Perhaps, I have no logical explanation for that"
You say, "what made him so sure our defense was to reveal his treachery"
Ullan says, "We have an ace card, Lieutenant. Are you a poker player?"
You say, "Indeed.. I've played on his paranoia from the moment I discovered it.. although I had no idea why he was paranoid to begin with."
You say, "Since we have no desire to make this knowledge public.."
Ullan says, "He knows I hold this card. He has not much to counter it with. We may hold other cards, he does not know that, so he is forced to fear what he does not know"
You say, "it would be logical to indicate so to Admiral Blake."
You say, "We did"
You say, "you were sure to get off"
You say, "this is why he'd rather forego the trial"
Ullan says, "It is logical for him to do this, he has no defense against this"
You say, "The problem is Admiral Blake needs legal assistance himself."
You say, "there are ways around his predicament as well."
Ullan says, "Indeed. He leaves me alone, I leave him alone"
You say, "He just has no one skilled in Federation and Starfleet Law to assist him with wording things."
Ullan says, "I wish to meet him on neutral grounds"
Ullan says, "And put an end to those riots as well"
You say, "that would draw too much attention."
You say, "Oh.. you meant figuratively?"
Ullan says, "In the face of the public, it will seem as if he is acting upon pressure from the riots"
You say, "I will contact him and request that he meet with you and I."
You say, "I will not tell him what this meeting is about."
You say, "We will disclose our stance when he presents himself."
Ullan says, "I give the interview to channel 4, claim the sleep deprivation, he drops all charges, the riots are resolved and nobody has to die over this"
You say, "He will allow you to make public the Sleep Deprivation defense."
You say, "He seemed more easy going when he thought that your trial was a sure to loose."
Ullan says, "Well... we can find a way out of this"
You say, "Because you do need some catalyst so that the process can begin that you can regain the respect of your peers."
You say, "And the citizens honestly do not need to know this piece of information if the Romulans have not made it public."
Ullan says, "the romulans won't make this public either"
You say, "What makes you so sure?"
Ullan says, "They fled the scene without taking the device with them"
Ullan says, "It was a crushing defeat"
You say, "So they have no proof of the device's existance."
Ullan says, "Indeed"
Ullan says, "There is nothing they can do publically"
You say, "Then the message I will send to Admiral Blake is this. I have discussed your proposal to the defendant Recruit Ullan Malink and he wishes to meet with you to ask some questions, in the presence of his counsel, at your earliest convenience."
Ullan says, "Very well"

Admiral Blake,

I have discussed your proposal to the defendant Recruit Ullan Malink and he wishes to meet with you to ask some questions, in the presence of his counsel, at your earliest convenience.

You say, "We will see if he notices that Admiral Moore is not included on the CC list."
Ullan says, "Do realise that he may seize this opportunity to silence us"
You say, "What probably scared him was when I indicated him as a witness."
You say, "He may"
Ullan says, "He most likely wrongfully assumed that we were going to expose him"
Ullan says, "Your request for the mission outline confirmed his fears"
You say, "but this will appear very suspicious if we end up injured or worst."
Ullan says, "Not if we are found in a corridor, as that would make it seem as if you tried to assist me in my escape"
You say, "Admiral Blake is not as logical nor as bright."
You say, "That would be illogical and no vulcan would buy it"
You say, "I am of high status on Vulcan."
Ullan says, "True"
You say, "this would cause more problems within the Federation."
Ullan says, "So at the very least, they will leave you alone"
You say, "This is why I will remain here in these confines with you."
Ullan says, "If something happens to me, Lieutenant... it means that the Federation cannot be trusted either way, and I expect you to expose this. The romulans will not hesitate to seize that opportunity to confirm your claims"
You say, "Besides, if we were going to expose him.. there would be no logical reason to meet with him."
You say, "There is no logic in announcing to him that we wish to expose him."
Ullan sighs "Lieutenant... do you know who got killed over this? Ensign Havraha Alarj, for knowing what we both know. He was one of the only beings I dared to call friend"
You say, "I grieve with thee"
Ullan says, "Now I must let his killer in peace"
Ullan says, "So know this this is a great sacrifice for me"
You say, "There is an alternative way to view this."
You say, "He died for the good of the Federation and this will be for the good of the Federation.. so your friend did not have a meaningless death."
Ullan says, "He was dishonourably discharged posthumously, his name forever linked with that of a traitor"
