The Emperor�s belt, of �Heaven� equipped by Leo. Leo works for Smart Brain and directly under Murakami. One of two Emperor�s belts developed by Smart Brain. Because Leo speaks English it�s assumed he�s a foreigner. His history and why he works for Smart Brain is unknown. He has the logo of Smart Brain tattooed at the base of his neck.
Transformation Process
First he equips the Saiga Driver onto his waist and punches in the number 315 into the cel-phone item Saiga Phone. Once the enter key is put in and the items say �Standing By.� He then throws the phone into the air and catches it with the shouts �Henshin!� (�Transform!�) and inserts the phone into the buckle of Saiga Driver, the belt says �Complete.� Once ready the Saiga Gear emits a Photon Stream Ver. 2 that surrounds him and changes him into Masked Rider 315.
Abilities:
The Emperor�s Belts. Two high-power belts made secretly by Smart Brain. The belt of �Heaven� transforms the wearer into Masked Rider Saiga. It emits twice as much Photon Blood as Faiz and has a greater ability than Kaixa and Faiz. However because of its power only a powerful Orphenoch can equip it. The Flying Attacker on his back allows him to fly freely. He can perform his punch attack �Sky Impact� and kick attack �Cobalt Smash� without the use of items.
Saiga Gear:
Saiga Driver / SB-315B
One of the Emperor�s belts. It allows the user to transform into Saiga with the use of Saiga Phone.
Saiga Phone / SB-315P
By putting in the Saiga Code 315 the wearer can transform into Saiga. It can also transform into Phone Blaster.
Flying Attacker / SB-315F
A flight unit attached to Saiga�s back. It has the maximum speed of 820 km/h and amaximum altitude of 5000 m.
The wings can form into beam cannons in Blaster Rifle Mode and can fire 120 rounds every second. It also has Single Mode where it can fire one powerful energy round. The control sticks can be taken off and be sued as tonfas in Tonfa Edge Mode. They are smaller but have greater power than Faiz Edge or Kaiza Blaygun.
