In 1994, The King of Fighters Tournament was revived by a mysterious
person known only as " R ".
This year, the rules of KOF were changed. This year, it would be
a team tournament of 3-on-3 instead.
The new hero of the story is Kyo Kusanagi, a Japanese youth of great
talent in martial arts.
Being able to control the Flames of Kusanagi at will, Kyo defeated
his father/teacher at the age of 15.
 
Kyo formed the Japan Team with former rivals Benimaru Nikaido &
Goro Daimon,
who were the 1st and 2nd runners-up in the national martial arts
tournament in which they were defeated by Kyo.
Kyo decided to join the tournament to investigate the disappearance
of his father.
In the KOF Tournament, Kyo met many veteran fighters, such as the
Kyokugen-ryu Team and the Garou Team.
After much effort, the Japan Team made it to the finals, battling
out the Garou Team. It was a close fight, but the Japan Team finally won.
Suddenly, a cloud of green smoke engulfed them and they passed out.
When they recovered consciousness, R's personal secretary Mature
led the Japan Team into a hall filled with statues of the fighters.
The Japan Team found themselves face to face with the mysterious
R.
His name is Rugal Bernstein, an illegal firearms and weapon-dealer,
notorious in the black market.
Rugal revealed that they are now on board the "Black Noah", his
private aircraft-carrier.
A powerful fighter himself, Rugal has a habit of collecting statues
of his defeated opponents.

BACK STORY - HEIDERN'S VENGEANCE
Heidern was the commander of the X-Squad,
a special army in charge of eliminating international criminal organizations.
Heidern had been hot on Rugal's trail,
and succeeded in crushing several of Rugal's criminal activities.
However, Heidern returned home only to
find his wife Sandra and daughter Clara kidnapped by Rugal.
Rugal left a note telling Heidern to stop
interferring with his activities or face the consequences.
Heidern thus led his army of 100 elite soldiers
to rescue his wife and daughter.
However, they were ambushed by Rugal, who
single-handedly wiped-out his army.
Heidern challenged Rugal to a death match,
but his left eye was gorged out by Rugal instead.
Rugal was about to finish him off when
Heidern's wife and daughter rushed out.
Taking the attack for Heidern, Sandra &
Clara sacrificed their lives to protect Heidern.
When Heidern regained consciousness, he
himself seriously injured, lying in a hospital.
Thus, to avenged his family and dead comrades,
Heidern went onto a road of vengeance.
During one of his missions, Heidern met
Ralf Jones and Clark Steele, two mercenaries who were lost in the forest.
Heidern picked them up in his helicopter,
and enlisted them in his special army.
The three soldiers thus joined the KOF
tournament as the Ikari Team to take Rugal head-on.

Rugal had been watching Geese and Krauser, and so learned some of
their techniques.
Rugal easily defeated Benimaru & Daimon. Even Kyo was powerless
against him.
Grabbing Kyo in the face, Rugal slammed Kyo head-on into the wall
of the room.
Kyo then found his half-dead father lying in a corner, seriously
injured.
Saishu revealed that Rugal was after the Orochi power, and that
he had tried to stop him but failed.
Upon hearing the name "Orochi", Kyo's anger burst into flames and
thrashed it out with Rugal.
Suprised by Kyo's sudden increase in speed and power, Rugal found
himself unable to keep up with Kyo and was finally defeated.
Enraged, Rugal activated the self-destructed the Black Noah in an
attempt to finish Kyo off.
Although our heroes escaped unscathed in a helicopter, Kyo lost
trace of his father.
