Winter Meeting Minutes/Recap
Here's the recap of what went on:
Bob revealed he no longer has a home computer.
Bob announced his team as the Cuba Road Rage. Joe abstained
from naming his team. Greg announced Graham probably will choose
the Conrad Caterpillars.
1) As to the official policy regarding games being wiped out
through technology problems -- WE WILL REPLAY WITH WINNING AS
INTENTION OF BOTH TEAMS.
2) As to the whether we should allow an infield to play in w/
runners on and third base unoccupied -- YES FOR SL 2000.

3) As to the starting pitchers 150% rule -- YES.

4) As for allowing the Uncle Joe division -- STEVE's DIVISION

INNINGS AS THE MAX. ALLOWED, WE WILL USE LAST YEAR's SLIDING SCALE
FOR GAME USAGE, SAME 3 INNING RULE WE USE IN REGULAR SEASON IS IN EFFECT.
6) Chris added that the last place finisher among the 9 SL 2000
participants will host the following season's Winter Meeting -- AGREED.
7) Division draw -- DIV 1: Dave, Chris, Joe DIV 2: Keith, Ken,
Bob DIV 3: Graham, Greg, Swinea
8) Draw for draft order -- 1. Greg 2. Bob 3. Joe 4. Dave 5.

Pitching Starts Limit
Proposal:
That the SL adopts a 150% rule for number of starts a pitcher
can have in the SL. He will be eligible for up to 150% of his MLB starts.
Under this rule, anyone with 22 or more MLB starts is eligible for
all spots in an SL rotation. Starters with 21 starts (21*1.5=31.5 rounded
up to 32) can be in an SL rotation, but only as the 3rd, 4th, or 5th starter.
Players with 20 starts or less are ineligible for an SL rotation and can
only be 6th (or 7th) starters.
The 150% rule also applies to 6th starters, so if a player had 2 MLB
starts, they would be allowed 3 starts in the SL. If injuries to rotation
starters force a 6th starter to use all 150% of his starts, he will be
dropped and a replacement from the free agent pool will be added.

This rule would give us a concrete starts rule, instead of varying from
year to year like we have been. It also matches up well with our current
rule set, which uses 150% almost across the board. This rule, combined with
a 150% IP rule, would solidfy our pitching rules.

Franchise Note from Ken Klein
The rewarding of Thief River Falls (MN) as a special millenium edition
Summer League franchise was announced today by Governor Jessie "The Mind"
Ventura. Ventura stated "The Thief River Falls Arctic Cats will continue the
long Minnesotian pride of Summer League, eh." and "The three months for
construction set new standards and leaves a precedent for all future
venues."
Owner/Gm/Manager Ken Klein did not appear as optimistic as "The Mime".
He questioned the lack of fanbase and the challenging availability as most
fans will have to travel by snowmobile to reach the Glacier Dome. "Who
thought of this place? And why do Arctic Cat employees that are insured by
Trustmark Insurance Company (Mutual Holding) allowed in at half price?" Klein
inquired. "Who are the idiots running this show?" he commanded. Many have
wondered this in the past.
And in other news the Minnesota Twins have announced that they will not
send any players to the Summer League in 2000.

Franchise Note from Greg Nims
two weeks until SL 2000 lurches into existence. the winter meetings
have been settled for 10pm on the 17th. be there or be
overseas. this is our 7th year, and it keeps getting
better. the quality of owners goes up annually. most
importantly, the desire of them to be in the league keeps
going up. we survived our first year with net play without
too many negatives, and i think its safe to assume things
will be much smoother this time around. hopefully the
lengthening of the season will smooth our nerves.
i would like to suggest we appoint doug as the official
mediator/arbitrator for SL 2000. it'd both give doug an
oppurtunity to participate, and it'd allow us to have an
'impartial' observer who actually understands the league who
can rule on disagreements from his Oxfordian ivory tower.
but we can't let him turn into kenesee mountain basler.
(dave, there is a free name suggestion for your newest
family member)
i welcome everyone back and i'm giddy with anticipation to
start the hunt for my 5th cup. my franchise has recently
completed negotiations with a distant suburb of Vancouver,
Chilliwack to locate there for the 2000 season. we were
drawn by the mild climate, great outdoors, seattle/vancouver
population for ticket sales, the tax breaks offered the
franchise to relocate there, and a $250 million state of the
art stadium in downtown Chilliwack, the Aquarium, home of
the Chilliwack Water.
i wish you all nothing but the worst of luck for the
upcoming season.

Franchise Note from Dave Basler
less then two weeks until the winter meetings/jamboree.
i am honored that i have been awarded an expansion franchise
for the millennium edition of the summer league. i was looking
forward to being awarded the #1 pick in the draft (like the cleveland
browns) until greg informed me that the #1 pick only goes to an
expansion franchise upon receipt of the $10 million franchise fee.
unfortunately, i think i will have to take my chances in the draw.
the name of my franchise will be the "Woollum Mammoths." if you
ever see me without a shirt you will understand why. i am not
blessed with doug's 20-year-old metabolism or lack of body hair.
as most of you know, Woollum is located in southeastern Kentucky,
on highway 11 just south of the Daniel Boone National Forest. just
west of Ogle and around the corner from Salt Gum.
it was difficult to settle on Woollum as a location for what we hope
will be a summer league power within just a few short years. i was
aware of the summer league's strong desire to bring a franchise
to eastern kentucky and we received strong bids from Goose Rock,
Botto, Flat Lick and Mummie. it was only after the Greater Woollum
Chamber of Commerce was able to approve construction of the
$5,000, 400-seat Tusk Stadium that we finally pulled the trigger.
at the raging party which followed receipt of formal summer league
franchise approval, quite a bit of property damage was done to the park
and the adjoining disc golf course where Tusk Stadium will be constructed.
one of the partiers was heard to yell: "somebody throw me a lighter, so i
can burn Woollum down." fortunately, cooler heads prevailed.
franchise management still anticipate having Tusk Stadium ready for
opening day 2000, as long as the doublewide trailer that will serve as the
ticket office/clubhouse/concession stand makes it down from Sizerock.
many of you know that Woollum is named for Kentucky pioneer
andrew woollum. it seems appropriate that historical records indicate
that andrew woollum first appears on the tax lists of Rockingham
County, Virginia in 1787, and later on the 1787 delinquent tax lists. it is
also appropriate that his parentage is still the "subject of speculation."
any of you who have met Doug and met me know that one of us must be adopted.
Doug is just too nice to be related to me.
in any event, i will enjoy meeting some of you on the 17th and seeing
some old friends as well. it should be a lot of fun. (at least until the
season starts).

Infield In Without A Runner On Third Base Official Proposal
That the SL agree to allow the defensive manager the opportunity to
play their infield in without a runner on third base if said defensive
manager so chooses for SL 2000. The before mentioned defensive strategy will
be reviewed ( discussed, perhaps amended and another vote ) after SL 2000
and either scrapped as a one season experiment or continued indefinitely
until ( if ) another proposal and it's passage effects being allowed to play
the infield in without a runner on third base.

Chris Klein�s Proposed Relief Rule Changes for the Playoffs
I am proposing 3 actual changes here, and keep in mind that they do not
necessarily have to go hand in hand. They are each separate entities, and can
be viewed that way (i think).
1) Do away with allowing a reliever to ever go 3 innings during a single appearance.
2) Change the 7 innings cap following a reievers 5th appearance to 8 innings.
3) Add a rule saying "Additionally relievers can not exceed 8% of their actual MLB innings."
Thereby a reliever will have to meet the J-rating criteria, the innings
following appearance criteria, and a cap on their total innings pitched criteria.
In the chart below I show the relievers from the 99SL, and how many innings they
could have pitched in the playoffs:

OK-lets break this down. Mendoza couldnt go 8 IP because he was a J-2, which
limits him to 3 games and 5IP. Same for Acevedo. On the other hand, relievers like
Myers and Plesac are J-0, which means they could pitch in 5 games, but have their
innings cut down from 7 to 4. Really the only reason I am in favor of this cap is
to cut down the innings of those Assenmacher type relievers. It is the irregular
relievers that get affected by this rule. The Myers, Plesac, Assenmacher type still
get their appearances, but get their IP cut down. And the Acevedo, Mendoza type who
have a lot of innings due to starts, still do not get an increase in IP because of it
(I am guessing that when they came out of the pen, they were used as a regular reliever).
I hope everyone thinks this is fair and we can get on with the draft.
P.S. I have an actual IP chart to be used once we get near the 2000 playoffs,
but you should be able to figure it out on your own until then.
