FRANKFORT, Ky. -- Disabled military veterans would receive free lodging at state park lodges and campgrounds under a bill approved by the House yesterday. The legislation, which was approved 98-0, provides for up to three nights of free lodging each year.

The legislation is House Bill 228.

The jail was built to hold 144 inmates, but by 2000 it held nearly 300 at times. The maximum capacity was set at 197 in a 2001 federal lawsuit. By November 2002, the practice of sending overflow inmates to other facilities became too costly and impractical, as other jails were also out of room. Delays in funding to fix the problem prompted Becher to have military tents erected in a parking lot across from the jail to house overflow inmates. The action upset some nearby residents but it prodded county leaders into making decisions on how to expand the jail. "They (the tents) were only up for a very short period of time before they had to be taken down," "Even though I did have to order him to take it down, I was tickled by the audacity of this thing. I thought he had, in fact, made his point."
