A distinction is made from the unclean animals which are still saved, that is, the clean versus the unclean. And the SEVEN is emphasized, SEVEN-SEVEN, so I think it would be contraindicated to break this number up to get 12 instead of trying to find some significance in the 14 or the 7.
Noah in making the animal sacrifices does break
that number. Gen8:20 How many did he sacrifice?
Regardless,IMO the number going in the ark better
represents a saved and complete group with
the focus being on 7 units rather than the sum total of 14. Although 14 may play into the picture
too.
