In my case, I did not write a DA letter, but I did send a long letter describing my concerns. I did not deal with Blood or Shunning.
I sent my letter to each Elder as a certified letter with return receipt requested. That way I knew each had received it.
I have no doubt that each Elder read it, at least secretly. Some of the backdoor comments I learned of convinced me that they did read all of it.
They never responded to me, and I have never learned whether I am DA'd or what. I have heard unconfirmed rumors, but to this day I do not know what my status it.
