These mathematical models very conservatively support a minimum of 20 Billion years for the first building blocks of life to occur. Even if this could be cut in half, say at 10 billion years, an equal amonut of time would be required for natural evolutionary processes to move to the next level of higher life.
Given that the universe is scientifically estimated to be about 12 to 15 bilion years old, then enough time for the first building bolcks to develop without intelligent intervention has not elapsed. This all assumes that the process is taking place with simple chemical reactions in the most primal sense.
Of course, if other causal factors, whether interactive or catalytic, come into play, then these time frames could be challenged with other models. One of the causal phenomenon is that of an intelligent designer. What the other causal factors may be I am not sure.
