Personally I think it's a brilliant stratagy - the Tower knows that sooner or later more and more are going to find out about this stuff - so they figure that they should preempt individual enlightenment, with it's shocking affect - and impart the information themselves - as sanitized and decontaminated as possible, and make it look like they aren't trying to hide their grubby little past. Of course the drones think it's all part of the scheme of things when presented in black on white from the Slave and they remain nicely sedated by the slick words from on high as usual... hom hum! Ya gotta hand it to them eh?
