Your contention of "even the formation of such views" requires only thinking differently from the Society. Your citation requires thinking it and "deliberately spreading" it. Your contention is disputed because your citation proves it insufficient.

Yes, the Society discourages JWs from thinking independently of it. That does not evidence your claim that the Society does not accept or tolerate even the formation of deviant views. In fact by yielding that deviant views are expressed by individual JWs and that individual JWs appropriately write the Society with suggestions for changes in doctrine evidences toleration of the formation of deviant views.
Again, for the umpteenth time, the Society’s publications do not encourage shunning people just because of thinking deviant ideas, or even believing them. That which is not tolerated has to do with sowing discord with those deviant views.
