Not really due to the peak numbers, actually. Since there were 944,218 publishers last year, 1% (either up or down) would mean 9,442 publishers. Half of that (or 0.5% either up or down) would be 4,721 publishers. Thus, if they had lost 4,721 publishers or more, they would have had to show a decrease of at least 1%.
As it was, they only lost 3,568 publishers, and that rounds up to 0% growth, since it is closer to 0% than it is to -1%.
It's legitimate math, but it does mask the fact that there was an actual decrease in the U.S. Probably the first time that has happened in twenty years.
