Jesus and Jehovah are indeed of the same substance in that they are both "spirits" just the all the other angels are spirits.
Also of note, everyone still bows down to Jesus when he has been granted everything in Heaven and earth.
Notice how Jehovah exalts Jesus and then has everyone worship him:
"For this very reason also God exalted him to a superior position and kindly gave him a name that is above every name, so that to the name of Jesus every knee should bend of those in the heavens and those on the earth..."
So even the angels will worship Jesus. But Jesus will still worship his father.
