Long time no see.
Just want to punch in my PPA ("paid political announcement") here.
Per my understanding of scripture, which I know we disagree on certain points, the restoration of Paradise to the Earth happens at the time of the millennium. But before that the problems with man's rule of the earth would continue.
Everything is happening right on schedule, so your comparison about a failed government is inapplicable to what the Bible teaches. You'll have to judge Jesus' performance after he begins his millennial reign which is scheduled to begin soon. What is happening now is due to Satan's rule, not that of Christ.
