About 20 years ago a version of an aomic bomb was developed, that just achieved that purpose. Tio destroy human beeings by neutron radiation, but spared buildings and equipment: the neutron bomb.
The politician Egon Bahr, a famous German politician and Social Democrat of the eighties, used to call the neutron bomb: "perversion of thinking" (Perversion des Denkens).
