Bodhisattva: You are correct. I recall sending in ate reports for publishers. One month our congregation would show 120 publishers, and the next month we may show 125 or 130.

There is also another complication with time which sometimes a Circuit Overseer misses. A brother may have 4 or 5 hours per month, while the congregation may average 9 hours per publisher. H will not likely be recommended as an MS or Elder if he shows below the congregation average. If he Aux. Pioneers just one month and makes 60 hours, this adds 5 hours per month to his annual average. He now becomes a 10 hour per month average, makes him eligible for an Elder. (Although our congregation generally looked at a 15 hour average for Eldership.

If the Elders like the Brother, let's say one who has been an Elder in the past and they want him back on the Body of Elders, then they can discuss his annual average hours with the Co during the visit. If the CO did not pay close attention to the Pub. Record Cards, then he may let that little fact slip.
