I'm a German witness and I can't confirm your statement.
Regular pioneers (90 hours/month, has been changed to 70) are caring for themselves.
I suppose you are talking about special pioneers (140 hours/month). They are hosted by the society
and you are right in saying that the number of special pioneers has been reduced. Special pioneers which have been assigned less than 5 years, have been invited to work at the German Bethel or to be regular pioneers in future.
In Germany nowadays we have about 190 special pioneers.
