I am not a statistician nor a mathematician, but it seems to me that you should probably perform a 5 year statistical analysis. Look at the annual % increase/decrease in publishers, then factor in the death rate for Germany. Of course, there are other variables to consider and you will have to assume that the Society's figures are accurate.
