"....a portion of the Society Kingdom Hall Fund is now being used to provide loans to congregations in lands where a very urgent need exists for more Kingdom Halls but where there are limited resources and severe economic problems."

This part of the service meeting was handled in our hall as though we were suppling the funds for these halls to be built---our "donations" were making this expansion work possible. But....our donations were being "loaned", right?, to be "repaid" to the Society Kingdom Hall Fund, plus interest, right? Please help me understand why we were commended for our donations that were loaned out and repaid with interest?
