You're right about the sub-effect of the change.
I think most witnesses could understand how Biblically it is a conscientious matter, why even Russell considered this a stop-gap measure mandate.
But it's facing having led so many not refuse blood who might have been saved for these years based upon the strict interpretation which is the real problem. Another psychological blow to witnesses trying to maintain face with the GB.
This is a little different than 1975. This involves lives.
