The purpose of the H2O ban on links to copyrighted material is to stop folks like Kent from being able to advertise links to major JW publications. It has nothing to do with law, since as you pointed out the law says nothing about links.
It might be argued that posting a link to material posted in violation of some country's copyright laws is unethical (and I believe that's what H2O's FPP boils down to) but it is certainly not illegal, and H2O would not be in jeopardy if the admins let the links stay put.
