Sadly, there is no effective way of addressing these issues.
Individuals have to go through the re-instatement procedure.
Annually the elders visit (or are supposed to visit) disfellowshiped individuals
who have shown a "repentant disposition". This can be a platform to encourage
the process of re-instatement.
The sad part is that no provision exixtes to reverse the emotional damage and family disruption
(to metntion but a few of the resulting problems)
that was caused. Neither is there an expedient way for individuals to regain previous positions of
responsibility.
A black mark remains for individuals to "serve" out a mandatory period of active service
before being re-appointed.
