All the more reason for him to do the right thing and apologize. If he doesn't, he'll never regain his credibility because you can be sure that people will dog him about it for a long, long time. At least if he apologizes, he'll begin to get a little bit back.
I will once again make the point that a person's response to stress is a very good indicator of his real personality. If his response is to lie and duck responsibility, that tells you a lot. The extension from individuals to organizations of individuals is obvious.
