because there wasn't any other sheep until 1935, so everyone that became a christian was automaticly included. The letter was written in what at that time to the Gentiles looked like a simple letter to family and friends. At this time looking back some 1900+ years ago it is much more understandable even to the world. But especialy is it very clear to those that it was originaly written to, the anointed Christians, whom in turn would read and make clear to the congregation, which now includes the very blessed other sheep.
