Well instead of that lets take the letter of James from the Bible and talk about that verse by verse. We can start with James 1:1

Very clearly does it not state that this letter is to the twelve tribes in the dispersion, Now I tell you this, this is not the twelve tribes of ancient Isrial, this is New Jerusalem dispersed, as the work had spread and because of the persecution of the time and the opposition the letter is addressed to thoes whom it applied and no others. Only those whom it was written to could understand what was said.
