What you're looking for is extremely hard to come by and extremely expensive when you find it. A set of original, bound or loose Watchtowers from 1920 to 1929, for instance, can cost from $2000 to $10,000 (US). An original set of Watchtower Reprints (published 1919, covers 1879 to mid-1919) costs about the same.
The Chicago Bible Students publish a photo-reprint of Watchtower Reprints from 1879 to 1916. You can get a CDROM with non-OCR'd reproductions of 1920 to 1929 Watchtowers from Witness, Inc. These folks also sell a complete set of photocopies of Watchtower, Golden Age, and perhaps Consolation and Awake! from 1919 to about 1949, but you'll spend at least $1000 for the Watchtowers alone. You'll have to check with them for details. At one time (I don't know about presently) Ken Raines of JW Research was selling photocopies a bit cheaper. The New York Public Library will sell you a microfilm containing all issues of Golden Age (I don't know about Consolation or Awake!) for around $250. I myself have a complete set of photocopies of Watchtowers from 1920 through 1949, but this is about 20,000 pages so you can calculate photocopying charges yourself. Awake! up through 1970 is available via bound volumes which you can get from various sources such as Freeminds or Witness, Inc.
