I think an observation was being offered simply for what it is worth. This wasn't presented as hard evidence about anything--personal experience.
If searching lives in a small town chances are quite good that the cong. *did* know of the situation. Not that it matters, I think the point was even meant to include how wrong the WT is when it tries to paint those outside the Org. to be all bad.
