With governmental programs being cut and reduced it is up to the private citizen and the charities to fill that gap.
But the very reason those governmental programs were started in the first place is that private charities could not fill the gap entirely, as became horribly obvious during the depression.
I would say it is also the duty of private citizens to vote for officials who will recognize the government's responsibility to help its citizens recover from corporate depredations (such as environmental damage, or shipping jobs overseas), bad luck and/or bad judgement. Otherwise, what is government for?
