A satellite around Earth can only hold its position because it holds a fixed speed at a fixed altitude. A bit faster at the same altitude, and it goes out into space. A bit slower and it falls down.
Anything canopy-shaped will necessarily have a slower speed away from the equator than it holds at the equator (I hope you realize this). That's why there are rings, very thin rings, around some planets, but a canopy around none. Be it ice or water is irrelevant; the above holds for any substance. It's absolutely impossible to hold a canopy of any liquid or hard substance rotating around any planet. Only one thin ring of the canopy will hold the right speed. The rest will fall down immediately.
We have indeed explained this simple fact to you earlier. I don't think you have forgotten. You do, however, keep ignoring facts.
