I agree with your sentiments about the board and how valuable it is. I think that GBs post in ominous, but not surprising, in terms of the WTs intent to control access to the internet. However, like many governments around the world, it is very improbable that they will be able to implement such draconian sanctions. After all, what the eye doesn't see.....! I think that it will be interesting to see how things develop.
