There are some interesting things that result from setting field service goals.
Field service time has become the currency of the JW economy. You cash in your field service time for "stage time". The result is that the dullest people imaginable are standing on the stage boring the congregation to death.
For every hour put in to reach the 10 hour goal there is another hour NOT put in because 10 hours is sufficient. There may be some who put in 10 hours instead of the 2 or 3 they would normally put in. But there are others who could put in 30 but are content to exceed the quota by 50% and only put in 15 hours.
