Apprenticeship Program

 

WHAT IS APPRENTICESHIP?

 

High School Apprenticeship is an Educational program that provides a qualified student the opportunity to begin learning a trade using a system that combines on-the-job training and related technical classroom instruction.  The North Carolina Department of Labor, a participating employer, and the school cooperatively put together an apprenticeship agreement that will require on-the-job training and an additional amount of classroom instruction.  It is intended that upon graduation, that the high school apprentice will continue their apprenticeship until all of the apprenticeship requirements are fulfilled.  Students are paid on a progressive wage scale as they learn occupational competencies identified by the North Carolina Department of Labor.  Students must be of good character, possess good work habits, have an established attendance record, and display a serious attitude toward learning.  Students are subject to employer rules and regulations including attendance.  While the apprenticeship program is not a binding work contract, the student must be focused and dedicated to the completion of the program.

 

WHO MAY PARTICIPATE?

 

In order to be considered as a high school apprentice, a student must meet the following criteria:

 

ü      Be at least 16 years old

ü      Be a high school junior or senior

ü      Have completed or be enrolled in a course that is related to the apprenticeship

ü      Have at least a 2.0 GPA or meet employer’s criteria

ü      Be in good academic standing

ü      Have a good attendance and discipline profile

ü      Have appropriate communications and math skills

ü      Submit three recommendations, one Must be from an instructor in a career related area

ü      Have parents approval

ü      Have school administrator approval

ü      Have reliable transportation

ü      Be willing to make a firm commitment to the apprenticeship program

 

HOW IS AN APPRENTICE EVALUATED?

 

The Apprentice will receive credit and grades based on their employer’s evaluation, completion of a daily journal, accurate time records, school progress, and successfully completing at least 7.5 hours per week of on-the-job training for each block per day he or she is released from school.

Participating in a cooperative vocational education course requires that all parties concerned must agree to the following responsibilities:

 

EMPLOYER’S RESPONSIBILITIES

 

The employer will assist the NC Department of Labor Apprenticeship Representative and the Apprenticeship Coordinator for the school system in the development of a training plan.

 

The employer will provide employment experiences that will be compatible and consistent with the apprenticeship training program.

 

The employer will ensure that the student’s employment activity will be supervised by an experienced and qualified person. All tasks will be preformed with the delivery of appropriate safety instructions.

 

The employer will ensure that the student will receive the same consideration given other employees with regard to safety: health, social security, general employment conditions, and other regulations of the firm.

 

The employer will notify the apprenticeship coordinator if difficulties arise or changes are necessary, a lay-off or termination of employment seems likely to occur.

 

The employer agrees that this apprenticeship placement is part of a student’s total high school educational program: therefore, if the high school apprenticeship would leave school before graduation, or if for any reason the high school apprentice should be dismissed from school or be making unsatisfactory progress in any or all of the parts of his/her course of study; then said student would forfeit this apprenticeship placement.

 

The employer will not discriminate against any applicant or employee because of race, creed, national origin, sex, age, or handicap.

 

APPRENTICESHIP COORDINATOR’S RESPONSIBILITES

 

The Apprenticeship Coordinator will, with the assistance of the employer and a Department of Labor representative, prepare a training plan. The training plan will be used on a regular basis to establish evaluative criteria and as a current progress report.

 

The Apprenticeship Coordinator will negotiate and expedite the placement of the high school apprentice in high school courses and community college course that will provide instruction related to the apprenticeship training.

 

The apprenticeship coordinator will visit each employer and observe the progress of the high school apprentice on a regular basis.

 

The Apprenticeship Coordinator will monitor the high school apprentice’s progress in the other parts of his/her course of study.

 

The Apprenticeship Coordinator will function as an agent of the NC Department of Labor and will provide regular and timely reports to the assigned NC Department of Labor Apprenticeship Representative. Every effort should be made for the apprenticeship coordinator and the Labor Department Representative to function as a team with the Apprenticeship Coordinator coordinating job visits and evaluations.

 

The Apprenticeship Coordinator will endeavor to adjust all complaints with the cooperation of all parties concerned and will have the authority to withdraw a student from the apprenticeship training placement.

 

The Apprenticeship Coordinator will confer with each student’s parent or gardian during the school year. A record of the conference(s) will be noted and on file.

 

PARENT’S OR GUARDIAN’S RESPONSIBILITIES

 

The parent will provide guidance and support to the high school apprenticeship training.

 

The parent will sign appropriate forms for the student to enroll in the apprenticeship program.

 

The parent will provide support and encouragement for the student’s success in school and on the job.

 

The parent will work cooperatively with the Apprenticeship Coordinator and student in solving problems related to school and work.

 

STUDENT’S RESPONSIBILITIES

 

The student will follow the regulations established by the school and apprenticeship coordinator as listed in the Rules and Regulations for students enrolled in a high school apprenticeship program.

 

The student will follow al regulations established by the employer.

 

The student will notify the Apprenticeship Coordinator and employer when necessary to be absent.

 

The student will not be allowed to work on days when absent from school without prior approval of the Apprenticeship Coordinator.

RULES AND REGULATIONS FOR STUDENTS ENROLLED IN THE

 

MADISON COUNTY PUBLIC SCHOOLS APPRENTICESHIP PROGRAM

 

 

 

  1. Students are expected to conform to the rules and regulations of their place of employment. Special attention is called to the necessity of the following regulations concerning dress, conduct, and attendance.
  2. Any student who is unable to work must notify their place of employment in accordance with their employer’s rules.
  3. The student will not be allowed to work on days when absent from school without approval of the apprenticeship coordinator.
  4. The student must notify his/her apprenticeship coordinator of any change in work schedule.
  5. Students who lose their jobs during the school year must return to school and work with the Apprenticeship Coordinator on developing an Individual Education Plan for them to follow for the remainder of the school year.
  6. No student may terminate his/her work without the knowledge and consent of his/her  apprentice coordinator.
  7. Students who are enrolled in the high school apprenticeship program will be expected to work according to the employer’s schedule. This may include Saturdays, Sundays, and holidays.
  8. A student enrolled as a high school apprentice is expected to make at least satisfactory in all his/her courses of instruction (as determined by the Apprenticeship Coordinator). If his/her performance is not satisfactory, he/she may be rescheduled and withdrawn from the apprenticeship program.
  9. All students enrolled in the high school apprentice are to leave the campus immediately after they are dismissed at their designated release time.
  10. All students enrolled as a high school apprentice must turn in a Student-Trainee Wage and Hour Record at the end of each calendar month to the Apprenticeship Coordinator. The student must also turn in a copy of his/her paycheck stub each week to verify hours worked.
  11. All students enrolled as a high school apprentice must furnish the Apprenticeship Coordinator a copy of each grade report within three days after the report is received.
  12. All students enrolled as a high school apprentice must complete at least 7.5 on-the-job hours a week for each period per day they are released from school in order to obtain school credit.
