9. The congress of Vienna tried to restore the balance of power in Europe by ringing France with strong countries. They balanced Europe in several ways. They added Belgium and Luxembourg to Holland to create the kingdom of the Netherlands. To prevent French expansion eastward, they gave Prussia lands along the Rhine River.
