No, it is not because of earthquake.
It is an artistic building. This picture was taken during my adventure
in Japan. I was out exploring Tokyo when I saw this unique building from
train. I got down at the next station to turn back and got out at the Ebisu
station. I walked and found this building to be The East Gallery Building.
I took a picture of it and then continue my journey.
