Preamble

We, the undergraduates of University of California, Berkeley, believe in a need for an architectural club that fosters the importance of architectural competitions. We believe that such a club will bring the undergraduate students together and provide us with an opportunity to work on group projects outside the studio environment.

 

Article 1: Name

 

This organization shall be know as Architects Anonymous, and shall be subjected to all the rules of the university of California, Berkeley (UCB), College of Environmental Design (CED), Office of Student Life (OSL) and The Associated Students of University of California (ASUC).

 

Article 2: Membership

2.1 Membership is open to all registered undergraduate and graduate students of the University of California, Berkeley. There shall be no fee assessed as membership dues.

 

2.2 Membership is voluntary and may be terminated by the student or 2/3rds vote of the quorum. If a person’s membership has been terminated, he/she may rejoin the next semester with 2/3rds consent of the quorum. The quorum is a total of 15 persons including the Advisor.

 

2.3 We will not haze according to the California State Law; we will not restrict membership based upon race, color, national origin, religion, sex, physical and mental disability, medical condition (cancer-related or genetic characteristics), ancestry, martial status, age, sexual orientation, citizenship or status as a covered veteran (special disabled veteran, Vietnam-era veteran or any other veteran who served on active duty during or in a campaign or expedition for which a campaign badge has been authorized.

 

Article 3: Meetings

3.1 The Co-chairs shall hold at least one meeting every month of the semester.

 

3.2 Emergency meeting may be called; provided a forty-eight hour advance notice is given, via emails and postings. A quorum is unnecessary for an emergency meeting.

 

3.3 A quorum is fifty plus one percent of the existing membership. Incase a quorum is not reached within 15 minutes of the meeting time, then the assembly shall be dismissed.

 

3.4 The chairpersons of the meeting shall be the Co-chairs of Architects Anonymous. They assume all powers granted by Robert’s rules of Order in order to run the meetings. The meeting shall be controlled in a civilized fashion, reading out all new competitions, current competitions, results of competitions entered, review sessions for competitions being entered, and any other necessary pieces of information.

 

Article 4: Adviser

 

4.1 Any Faculty of the Architecture department of the College of Environmental design shall be holds the Advisor’s position. Any other faculty can assume this position with an unanimous approval of the quorum.

 

4.2 The advisor is responsible for helping students with difficulties arising with the projects, or any other problems that may arise from participating in Architects Anonymous.

 

Article 5: Co-Chairs

 5.1 The Assembly shall elect two Co-chairs. If a selection is needed, the applicant needs a 3/4th vote of confidence to take on the position.

 

5.2 One Co-chair shall be elected in the fall semester and the other in the spring semester, two weeks prior to the ending of the respective semester.

 

5.3 They shall read new competitions in the meetings, which will then be posted on website (and if allowed, a bulletin board)

 

5.4

They are responsible for monitoring all the competitions, to ensure that they are on schedule and are submitted on time with necessary registration fees and titles.

 

5.5

The Co-chairs are responsible for keeping minutes of all meetings and keeping an archive of all activities of the organization.

 

Article 6: Treasurer

 

6.1 A Treasurer may be elected by 2/3rds vote of the quorum.

 

6.2 He/She is responsible for making funding requests, and organizing fundraising activities. He/She will be responsible for all monies received and the reimbursement of purchasing of supplies.

 

6.3 The treasurer may chair the meeting in the absence of the Co-chairs.

 

Article 7: Funding Committee

 

7.1 The funding committee shall consist of the Co-chairs, the Advisor, the treasurer and two other active members of the Architects Anonymous. These two persons shall be elected to the position once every semester with 2/3rd vote of confidence of the quorum. They may not hold any other positions inside Architect’s Anonymous during this semester.

7.2 The Funding committee is responsible for allocating money to the groups participating in the competitions. Resubmissions may be made by the groups as a need for more money arises.

 

7.3 The funding shall be approved with a 3/4th vote of the committee. This meeting

 

Article 8: Voting

 

8.1 Only those that attend the meetings are allowed to vote in the meetings.

 

Article 9: Procedures

 

9.1 Only Co-chairs may authorize postings on the internet and the bulletin board.

  

9.2 Anyone may bring a competition to the meeting and hand it to the co-chairs. Anyone may setup a group to enter a competition as long as he/she does all necessary research regarding the competition. Examples of research include whether or not the competition can be enter as a group, the registration dates, and the submission dates. At the acceptance of the competition in the bonds of Architects Anonymous, that person can request funding.

 

9.3 If the Co-chair fails to bring a submitted competition to the assembly, he/she may be questioned on a “point of order” basis.

 

9.4 Once a project is chosen, and funding requested and granted, review dates have to be posted and project has to be submitted by the group. If the group is unable to submit a project, the funding committee shall decide what course of action to undertake. If the group didn’t use any funding of Architects Anonymous, then no action can be taken.

 

9.5 All competitions funded by Architect’s Anonymous will become the property of Architect’s Anonymous and any decisions about the project will be discussed and voted upon by the Project members and the Funding committee. All decisions require a 2/3rds vote of confidence.

 

Article 10: Prizes

 

10.1 Each completed and submitted project should is photographed and archived in every means possible. Each participant shall receive a certificate that acknowledges the effort of every member of the group. The Co-chairs and the Adviser of Architects Anonymous will sign this certificate as a proof of completion and submission of projects.

 

10.2 When a monetary prize is won, thirty percent of the sum received will be retained by Architect Anonymous. Money leftover will be given to the group members, who are free to spend it anyway they desire.

 

Article 11: Constitutional amendments

 

11.1 All amendments to this constitution needs a 2/13rds vote of confidence of the quorum. The proposal for the amendment and the final voting shall be conducted in two different meetings with at least seven days in between the two meetings.

 

11.2 All amendments, additions or deletions must be filed with the Office of Student Life, 102 Sproul Hall and the ASUC office of Student Affairs, 400  Eshleman Hall within one week of adoption. This is the Co-chair’s respomsibility

 

 

Article 12: Dissolution

 

12.1 Dissolution shall be decided in a meeting in which, both the Co-chairs, the Advisor, the Treasurer, all project groups should be present. Decision on unspent funds and assets owned have to be discussed in this meeting. A 2/3rds vote of confidence is required for dissolution.

 

12.2 All Unspent ASUC funds shall remain the property of ASUC; all graduate Assembly funds shall remain the property of the Graduate Assembly.

 

Article 13: Order

Robert’s Rules of Order, latest edition is the parliamentary authority to be used for points not covered in the constitution.
