Just a war or a just war?

Even US ex-president Jimmy Carter, a noble Christian himself, thinks it would somehow had helped to convert what he sees as "just a war" into a "just war" if the USA had managed to achieve international support for "... launching 3000 bombs and missiles on a relatively defenceless Iraqi population ...!" (1)

Does "launching 3000 bombs and missiles on a relatively defenceless Iraqi population" with international support "meet the standards" of a "just war", as Carter proposes? I ask myself: Does "launching 3000 bombs and missiles on a relatively defenceless Iraqi population" even meet the standards of "just a war" at all ?!
Is there anybody left on this planet, who thinks "launching 3000 bombs and missiles on a relatively defenceless Iraqi population" can, by no standards whatsoever, be qualified as a "war", and with or without international approval, is simply what it is: a crude act of barbarism?!
