This year, as Best Practices & Local Leadership Programme Partner, give hospitality
to Jury works for the 2002 Dubai International Award for Best Practices to Improve the Living
Environment.
The
Habitat Agenda, adopted in Istanbul in 1996, identified two key instruments for
monitoring and assessing progress in the implementation of the Habitat Agenda: documented
best practices and urban indicators. This was reinforced by the
Istanbul +5 Declaration resulting from the Special Session of the United Nations
General Assembly on the review and assessment of the Habitat Agenda in 2001
where Governments committed themselves to empowering the poor and vulnerable by
providing access to information and best practices and established the goal of
translating best practices into policies. An initial round of calls for best
practices in 1996 resulted in the submission of over 600 initiatives and the
selection of 12 award-winning best practices. Dubai Municipality has since
agreed to sponsor the Dubai International Award for Best Practices to Improve
the Living Environment (DIABP) on an ongoing basis. This Award is given to 10
outstanding practices every two years and consists of a $30,000 cash prize, a
trophy and a commemorative certificate. The 1996, 1998 and 2000 calls for Best
Practices have resulted in the identification of over 1150 good and best
practices currently featured on the Best Practices database. These practices are
being used extensively by a global network of institutions, organisations and
associations for training, educational, leadership and policy development
activities. Through its network of partners and affiliates, the Best Practices
Programme has received 544 submissions from more than 90 countries for the 2002
Cycle of the DIABP.
Based
on the 1996, 1998 and 2000 experiences in assessing submissions, it was decided
that the same two-stage selection process be employed, consisting of a
regionally balanced and gender representative Technical Advisory Committee and
an independent Jury. The 2002 TAC consisted of 13 persons from around the world
and met for four working days in Guangzhou, China. The Jury will consist of five
eminent personalities and will meet in Naples, 24-26 June 2002 for 2.5 working
days.
Objective:
The objective of the Jury is to select 10 Award winning practices from the 40
short listed submissions that were nominated by the Technical Advisory Committee.
Strategy
Adopted for 2002: Based on the lessons learned in 2000, the working methods adopted for the
2002 Awards are as follows:
1.
Pre-TAC validation during the month of April 2002 of all submissions
received. A network of more than 30 institutions and organisations with proven
expertise in the thematic areas covered by best practices as well as operational
experience in their respective geographic regions undertakes the validation.
This process determines whether any given submission should be forwarded to the
TAC based on validity of the practice and compliance with DIABP criteria and
reporting requirements;
2.
Review of submissions resulting from Step 1 by members of the TAC on an
individual basis through electronic means prior to the meeting in Guangzhou;
3.
Meeting of the TAC in Guangzhou, China for four (4) working days;
4.
Submission of recommendations of the TAC and a short list to the Jury
upon conclusion of the TAC;
5. Meeting of the Jury in Naples, Italy from 24-26 June
