If We Didn't Carry Passengers, Didn't Drink, and Didn't Speed in 1990-1999...

In this article, we do the same things done in If We Don't Carry Passengers..., If We Don't Drink..., and If We Don't Speed..., for the aggregated 10-year period, 1990-1999. The estimation of the number of motorcycle operators who were fatally injured while speeding and sober will still have to be done, but only one estimating step, instead of two as in If We Don't Speed..., will we required.

Several Numbers Available in Table H7 and DOT HS 807-271:

  1. In the aggregated 10-year period, 1990-1999, of 24,484 motorcyclists fatally injured in motorcycle accidents, 22,160 were operators and 2,324 were passengers. [Table H7]
  2. In the aggregated 10-year period, 1990-1999, of 22,160 motorcycle operators fatally injured in motorcycle accidents, 9,883 had BAC of 0.01 or greater. [Table H7]
  3. In the aggregated 10-year period, 1990-1999, of 24,484 motorcyclists fatally injured in motorcycle accidents, 17,419 (71.14%) were fatally injured in the accidents which occurred on the roadways categorized as undivided roadways. [Table H7]
  4. In the aggregated 10-year period, 1990-1999, the total number of motorcycle operators who were fatally injured while speeding and sober (BAC=0.00) in motorcycle accidents on undivided roadways was 3,336. [DOT HS 807-271 Table 38, page 50]

Calculation of the Estimate:

  1. From the number in 4 above, we can assume, the number of motorcycle operators who were fatally injured while speeding and sober in motorcycle accidents on undivided roadways in the aggregated 10-year period, 1990-1999, was at least 3,336.
  2. Since the number in A above does not include the number of fatalities among motorcycle operators who were killed while speeding and sober in motorcycle accidents on other kinds of roadways (divided roadways as opposed to undivided roadways), representing 28.86% of total fatalities, we can infer the high estimate could be reasonably expected to be as high as 4,689. (3,336 divided by .7114)
  3. The average of the two numbers, 3,336 and 4,689, is 4,013. This is the estimate we choose to use as the number of motorcycle operators who were fatally injured while speeding and sober in the aggregated 10-year period, 1990-1999, in the hypothetical reduction of fatalities and fatality rate.

Table H7-1: Reduction of Fatalities and Fatality Rate Based on DOT HS 809-271 Figures

No Passenger; No Drinking; No Speeding (1990-1999)
Reduction in FatalitiesFatalities Fatality Rate: per 100,000 Registered Motorcycles Percent Reduction from Factual
1990-1999 (Factual) N/A24,484 61.42 N/A
No Passenger 2,32422,160 55.59 -9.49%
No Drinking 9,88312,277 30.80 -49.86%
No Speeding 4,0138,264 20.73 -66.25%

Note: Fatality Rate is calculated using the following formula:

Fatality Rate = (Fatalities / 39,863,402) x 100,000
39,863,402 = The Number of Registered Motorcycles for the aggregated 10-year period, 1990-1999, as reported on the page 8 of DOT HS 809-271.

Here is a copy of Table H6-1 which we obtained in If We Don't Speed....

Table H6-1: Reduction of Fatalities and Fatality Rate Based on DOT HS 809-271 Figures

No Passenger; No Drinking; No Speeding (1999)
Reduction in FatalitiesFatalities Fatality Rate: per 100,000 Registered Motorcycles Percent Reduction from Factual
1999 (Factual) N/A2,472 59.53 N/A
No Passenger 1962,276 54.81 -7.93%
No Drinking 8751,401 33.74 -43.32%
No Speeding 416985 23.72 -60.15%

Note: Fatality Rate is calculated using the following formula:

Fatality Rate = (Fatalities / 4,152,433) x 100,000
4,152,433 = The Number of Registered Motorcycles for the year 1999, as reported on the page 8 of DOT HS 809-271.
