Parents and teachers must not be afraid to use the vast potential of the Internet. They must be educated about the risks and benefits of "surfing" the Net and participating in on-line courses that perform the same function as traditional schools. Some kids become endangered on-line if they are not taught the rules of "driving" on the "Superhighway". It is necessary to teach adults and students computer ethics and to upgrade your computer networking software, hardware, and computer environment in order to minimize hazards and to meet legal and ethical standards. The images in PowerPoint slides used as visuals enhance interest and learning about the content of this thematic unit. The two students used in this project are neither parents nor teachers, but they are adult students. This target group of adults who are computer-savvy and proficient in the use of the software PowerPoint, e-mail, the Internet, word processing and creative writing will be used for this project.

The objectives of the unit are to enhance interest in the unit with the use of images. At the end of this curriculum unit the student will: (1) Write texts based on graphics. (2) Appreciate the use of audio-visuals and PowerPoint slides in enhancing interest. (3) Verbalize their understanding of the curriculum content to be mastered with the use of this technology.

These adult students who are already proficient in using the software PowerPoint and who are experienced computer users will work on-line and participate in developing the "Notes-page" portion of a PowerPoint presentation prepared by the teacher. A unit of study designed by the teacher on computer ethics, security and privacy issues in information systems will be the focus. The theme "Upgrading your computer: information systems networking hardware, software and networked peripherals, the learning environment" will be used for this project as a demonstration PowerPoint presentation.

INDEPENDENCE DAY, 2003
Read about the Children's Internet Protection Act!...Type in the text box below!

On July 4, 1776, our Founders adopted the Declaration of Independence,
creating a great Nation and establishing a hopeful vision of liberty and
equality that endures today. This Independence Day, we express gratitude
for our many blessings and we celebrate the ideals of freedom and
opportunity that our Nation holds dear.

America's strength and prosperity are testaments to the enduring power of
our founding ideals, among them, that all men are created equal, and that
liberty is God's gift to humanity, the birthright of every individual. The
American creed remains powerful today because it represents the universal
    hope of all mankind.

On the Fourth of July, we are grateful for the blessings that freedom
represents and for the opportunities it affords. We are thankful for the
love of our family and friends and for our rights to think, speak, and
worship freely. We are also humbled in remembering the many courageous men
and women who have served and sacrificed throughout our history to
preserve, protect, and expand these liberties. In liberating oppressed
peoples and demonstrating honor and bravery in battle, the members of our
Armed Forces reflect the best of our Nation.

We also recognize the challenges that America now faces. We are winning
    the war against
enemies of freedom, yet more work remains. We will prevail
in this noble mission. Liberty has the power to turn hatred into hope.

America is a force for good in the world, and the compassionate spirit of
America remains a living faith. Drawing on the courage of our Founding
Fathers and the resolve of our citizens, we willingly embrace the
    challenges before us.
Laura joins me in sending our best wishes for a safe and joyous
Independence Day. May God bless you, and may God continue to bless
    America.

The annual "Patterns of Global Terrorism" report is submitted in compliance with Title 22 of the United States Code, Section 2656f(a), which requires the Department of State to provide Congress a full and complete annual report on terrorism for those countries and groups meeting the criteria of Section (a)(1) and (2) of the Act.

As Secretary Powell states in the
    2001 report
Terrorism cast its lethal shadow across the globe--yet the world's resolve to defeat it has never been greater. . . . This chilling report details the very clear and present danger that terrorism poses to the world and the efforts that the United States and our partners in the international community are making to defeat it. The cold, hard facts presented here compel the world's continued vigilance and concerted action. "

Ambassador Francis X. Taylor, former Coordinator for Counterterrorism, emphasizes that "the US Government and our Coalition partners have worked countless hours to ensure that the lives of those murdered on 9/11 were not lost in vain. . . . As this annual report demonstrates, their support has been much more than rhetorical. This unprecedented Coalition of nations has sought to synchronize diplomatic, intelligence, law enforcement, economic, financial, and military power to attack terrorism globally."

As President Bush said in an address to Congress on September 20, 2001, "Our war on terror begins with al-Qaida, but it does not end there. It will not end until every terrorist group of global reach has been found, stopped, and defeated."

A teddy bear was confiscated from a 10-year-old boy in July at the Orlando International Airport after a TSA worker noticed what looked like the outline of handgun when the bear passed through the X-ray machine.

                THE WASHINGTON POST
Oct. 14 —  Airport screeners in this country and overseas are on the lookout for suspicious pillows, coats and even stuffed animals after U.S. intelligence concluded that al Qaeda operatives are being trained to apply special chemicals to the material inside to transform them into bombs.

Explosives experts said that the detonating power of a nitrocellulose bomb depends on numerous factors — but most particularly on how tightly the cottonlike material is packed into an area.

AMERICAN INTELLIGENCE OFFICIALS have picked up several indications that al Qaeda is attempting to create a chemical called nitrocellulose to fashion explosive devices that could be smuggled aboard jetliners, according to a warning the Department of Homeland Security sent in August to airlines and airport security officials around the world.
“We judge this type of threat to be real and continuing,” the department said in the Aug. 8 warning. It noted there has been “persistence [in a] line of reports from several credible, independent sources” that al Qaeda is training to build such bombs. Among other things, confiscated al Qaeda training manuals show the sophistication of its preparations, the document said.
Explosives experts said that the detonating power of a nitrocellulose bomb depends on numerous factors — but most particularly on how tightly the cottonlike material is packed into an area. If small free-standing wisps of it are set on fire, they could blaze up quickly and die down just as fast. But large wads of it tightly crammed into a container of some kind could create a booming detonation, they said.

“It has to be confined in an area to be explosive,” said Gregory G. Baur, a former director of the International Association of Bomb Technicians and Investigators. “Producing this requires somebody who has some sophistication and who knows what he’s doing.”
Items such as buttons, zippers or wristwatches could be used in tandem with tightly packed nitrocellulose as power sources or ignition components to set off a detonation, the directive said.
Baur, who retired in 2000 after 23 years with the Milwaukee police department’s bomb squad, said that he had not heard of terrorists using nitrocellulose but that it is similar in its combustibility to black powder, a substance used as a propellant in ammunition.

                TRACE-DETECTION MACHINES
U.S. officials said that while airport X-ray machines cannot detect nitrocellulose, another type of technology called a trace-detection machine can. Screeners rub the inside of, say, a briefcase or jacket with a specially treated cotton swab or piece of gauze and then insert the swab into the machine. The machine heats the swab and can detect from the vapors whether explosive chemicals or narcotics are present.
                AdvertisementClick Here!

The Homeland Security Department’s Transportation Security Administration (TSA) has purchased several thousand trace-detection machines in the past year as part of a broader effort to check for explosives in checked luggage.
Nitrocellulose, also called guncotton or cellulose nitrate, can be created by combining cotton or cottonlike material with nitric acid or sulfuric acid, substances that are used in various forms to clean drains and by artists in metal etching. Mixing in nitroglycerine makes the mixture even more dangerous.
If dried carefully, it emits no odor, but if dried incompetently, it has a slight etherlike smell, the August memo said.
The existence of the warning was reported by the Spanish newspaper El Mundo earlier this month. In the warning, later obtained by The Washington Post, Homeland Security officials told recipients that the document should not be shared with the media or public.
TSA spokesman Brian Turmail said his agency and its predecessor, the Federal Aviation Administration, have circulated memos on the threat of explosives hidden in clothing or toys for three years.
“This is a threat that has been anticipated in the design and development of the procedures our screeners follow,” he said. That’s why passengers are asked to remove their jackets and place them, as well as stuffed animals and pillows, on X-ray machines, he said.
Many passengers have complained that such procedures don’t seem to make sense. But the TSA pointed to an incident in July when airport screeners found a .22-caliber handgun hidden inside a teddy bear at a Florida airport checkpoint.
“Our screening procedures call for the full scrutiny of jackets, pillows and toys,” Turmail said.
The TSA is experimenting with new walk-through portals at airports that blow puffs of air on people to shake loose invisible chemical residue on their clothes, possibly revealing explosives.

The U.S. military on Thursday released graphic after-death photographs in an effort to prove to Iraqis that Saddam Hussein’s feared sons, Odai and Qusai, were killed in a fierce gunbattle this week. The photos were released as coalition forces were warned to expect an increase in the attacks that have killed numerous soldiers — including three on Thursday who died when their convoy was hit by gunfire and rocket-propelled grenades in northern Iraq.

WASHINGTON - Winds and rain driven by Hurricane Isabel whipped through the nation's capital Thursday, downing trees and knocking out power for hundreds of thousands. The federal government shut down for two days.

The decision to close the federal government Thursday — a move affecting about 350,000 workers — was a public safety decision, said Scott Hatch, director of communications at the Office of Personnel and Management. Essential workers were on the job for emergencies.

"In light of concern for personal safety of federal employees and major disruptions to local transportation and power systems, the federal government will remain closed tomorrow," Hatch said Thursday night.

Some found opportunity in the high winds. Two windsurfers were spotted on the Potomac River Thursday afternoon.

Just before nightfall, winds gusted up to 55 mph, downing trees throughout the city. One tree blocked all four lanes of Massachusetts Avenue near the vice presidential residence along Embassy Row.

"Stay calm and keep your behind inside," Mayor Anthony Williams said, who noted city officials have handed out 5,000 sandbags.

Members of the D.C. National Guard were spending the night in their armory so they would be available with four-wheel drive vehicles and water tank trailers.

More than 82,000 customers lost power in the District of Columbia, and more than 379,000 in the Maryland and Virginia suburbs.

Periods of calm broke up the stormy weather.

Meteorologist Barbara Watson of the National Weather Service described the hurricane as a series of spiraling bands, each bringing a new blast.

"As one of these bands come through, the wind picks up and the rain comes down and you get reports of trees down and power outages," Watson said. "Then you get into a bit of a lull."

Washington's Reagan National Airport was closed Thursday afternoon and was expected to open Friday morning. Washington Dulles International Airport remained open, though passengers were advised to check with airlines about their flights.

Two local rail services, Virginia Railway Express and Maryland Rail Commuter, or MARC, trains suspended commuter rail service Thursday and Friday.

Schools closed. Both houses of Congress went through the formality of meeting, but few lawmakers were around. The sessions were short; the House adjourned after about five minutes.

The Metro system, which operates 1,400 buses and five Metrorail subway lines shut down Thursday. Metro officials said they would conduct safety checks before deciding whether to reopen Friday.

The U.S. Postal Service delivered mail through Thursday and expected to make deliveries Friday, said Deborah Yackley, a postal service spokeswoman.

While tourists hoping to go to the top of the Washington Monument were clearly disappointed that it was not open, many took the city's shuttering in stride.

An entourage of South Korean government workers, whose meetings in Washington were canceled because of the weather, toured the Supreme Court before it closed at 2 p.m.

Hwan-Kee Paik, who works for the South Korean Embassy, tried to make the best of it.

"They have a rare opportunity to meet a hurricane," he said. "It's a very good experience."

U.S. May Use 'E-Bomb' During Iraq War
Wed Mar 19, 4:21 PM ET

By MATT CRENSON, AP National Writer

U.S. forces may use a new "e-bomb" during the expected invasion of Iraq (news - web sites) as part of a 21st century blitzkrieg designed to render Saddam Hussein (news - web sites)'s forces blind, deaf, dumb and incapable of retaliation.

The highly classified bomb creates a brief pulse of microwaves powerful enough to fry computers, blind radar, silence radios, trigger crippling power outages and disable the electronic ignitions in vehicles and aircraft.

"They would be useful against any adversary that is dependent on electronic systems," said Loren Thompson, a defense analyst at the Lexington Institute, a think-tank based in Arlington, Va.

In modern warfare, electronics undergird virtually every weapon more sophisticated than a rifle or hand grenade. For that reason, Air Force scientists have worked for decades on a practical way of producing powerful but brief pulses of microwaves that can incapacitate electronic equipment without damaging buildings or harming people.

Officially, the Pentagon (news - web sites) does not acknowledge the weapon's existence. Asked about it at a March 5 Pentagon news conference, Gen. Tommy Franks said: "I can't talk to you about that because I don't know anything about it."

However, military analysts say a number of unclassified documents suggest such a device is ready for the battlefield.

"There's been a lot of discussion behind closed doors in the Pentagon and in the trade press that these things are now being tested," Thompson said.

According to a 2000 report by Air Force Col. Elaine M. Walling, scientists at Kirtland Air Force Base in New Mexico have created microwave sources that generate up to 10 times the amount of energy that Hoover Dam produces in a day.

Such powerful pulses can incapacitate electronic equipment without damaging buildings or harming people, making them an attractive weapon whenever civilian casualties are a concern.

In laboratory tests, microwave pulses can melt silicon chips, pushing their circuits far beyond their capacity to conduct electricity. But on the battlefield, even the most impressive e-bomb's effects rapidly diminish with distance. Although e-bombs' capabilities are classified, military analysts believe their range is a few hundred yards at most.

That relatively short range decreases the odds that hospitals, orphanages and other civilian infrastructure will be affected, unless they are directly adjacent to or networked with military targets.

"I think it is almost always more humane to use this compared to a conventional weapon," Thompson said.

The bombs' effects are also hard to predict, analysts say. The surge of electricity produced by a microwave pulse could go directly to the nearest bank of military supercomputers, or it could just as easily be shunted harmlessly into the ground.

"The effects are hard to focus. The moment the energy is absorbed into wiring or other electrically conductive material you don't know where it's going to go," Thompson said.

Those uncertainties and others may prevent e-bombs from playing a major role in the anticipated U.S. offensive against Iraq, said Lt. Col. Piers Wood, a military analyst at the defense policy think-tank globalsecurity.org.

"There will be a few commanders who will see these and get to try them out," Wood said. "We're not talking about arsenals of these things."
                                              <textarea name="NAME" cols=40 rows=8></textarea>

Defense experts are particularly eager to see if e-bombs can reach into deep underground bunkers that could otherwise be neutralized only by tactical nuclear weapons. By shutting off the electricity, a microwave weapon could render a bunker uninhabitable by disabling lighting, security systems, ventilation and computers.

                                              <textarea name="NAME" cols=40 rows=8></textarea>

Eventually, Wood said, other nations may acquire high power microwave weapons; American forces, which depend so heavily on technology, would be particularly vulnerable to them. He predicted that soon all military electronics will have to be protected from high power microwaves by metal casings, with sophisticated circuit breakers connected to any incoming wires.

March 21 — Just hours before the U.S. launched a bombing raid in Baghdad at dawn on Mar. 20, Israelis were ordered to seal a room in their homes and carry gas masks around with them at all times. That’s a precaution in case Iraq’s Saddam Hussein fires a chemical weapon into their midst.

Iraqi TV has broadcast pictures of at least four dead American service personnel and several prisoners - some of whom made statements.

Meanwhile, the BBC's John Simpson in northern Iraq says there is heavy fighting going on in the village of Pier Daud to the south of the city of Irbil.

Our correspondent says it appears that the Kurdish forces are trying to push southwards towards the city of Kirkuk, in the northern Iraqi oilfields.

US troops and armour pushing north from the southern city of Basra say they have reached the holy town of Najaf, just 160 kilometres (100 miles) from Baghdad.

But other American units are still engaged further south in fierce fighting.

The US has confirmed that some of its soldiers are missing in southern Iraq.

General Richard Myers, the chairman of the Joint Chiefs of Staff, said: "They are trying to account for the soldiers that are reported missing, and beyond that we don't know."

Asked how many soldiers were missing, he said: "Less than 10, we think."

British intelligence reports suggest Iraqi President Saddam Hussein emerged alive from the initial US air raid on Baghdad but left the area in an ambulance, Foreign Office Minister Mike O'Brien says

Four heavy bombs are dropped by US planes in northern areas controlled by the militant Islamist group Ansar al-Islam, which is suspected of having links with Osama Bin Laden's al-Qaeda network

Protests against the war in Iraq are continuing around the world for the fourth consecutive day.

“THERE’S NO QUESTION that Saddam Hussein had al-Qaida ties,” the president said. But he also said, “We’ve had no evidence that Saddam Hussein was involved with September the 11th.”
The president’s comment was the administration’s firmest assertion that there was no proven link between Saddam and Sept. 11. It came after Vice President Dick Cheney clouded the issue Sunday by saying, “It’s not surprising people make that connection.”
Speaking on NBC’s “Meet the Press,” Cheney also repeated an allegation, doubted by many in the intelligence community, that Mohamed Atta, the lead Sept. 11 attacker, met with a senior Iraqi intelligence official in Prague in the Czech Republic five months before Sept. 11, 2001.
“We’ve never been able to develop any more of that yet, either in terms of confirming it or discrediting it,” Cheney said Sunday. However, other U.S. authorities have said information gathered on Atta’s movement showed that he was on the U.S. East Coast when that meeting supposedly took place.

                                              ALLEGATION HOTLY DISPUTED
Critics of the Bush administration have pointed to statements like Cheney’s as evidence that the administration was exaggerating al-Qaida’s prewar links with Saddam to help justify the U.S.-led war against Iraq.
A recent poll indicated that nearly 70 percent of Americans believed Saddam probably was personally involved. Defense Secretary Donald Rumsfeld said Tuesday, “I’ve not seen any indication that would lead me to believe that I could say that.”
The administration has argued that Saddam’s government had close links to al-Qaida, the terrorist network led by Osama bin Laden that masterminded the Sept. 11 attacks. Bush himself has taken to referring to Iraq as the central front in the war against terror.
But Bush said there was no attempt by the administration to try to confuse people about any link between Saddam and Sept. 11.

                                              BUSH WOULD WELCOME SADDAM’S DEATH
Bush spoke after a number of newspapers from states important to his re-election campaign printed articles Wednesday morning based on an interview he conducted Tuesday. In that interview, he predicted that Saddam would eventually be captured or killed, but he said the definition of victory in Iraq would be when the country was free and peaceful.
The comments were published on the same day that a new audiotape surfaced in which the purported voice of Saddam demanded the United States unconditionally withdraw from Iraq or face “catastrophic” losses.
The Seattle Post-Intelligencer reported that Bush said that his policies for rebuilding Iraq and dismantling militant organizations were working but that the message had not filtered down to the public.

In response to a question about the importance of capturing Saddam, Bush said: “The definition for victory is for there to be a free and peaceful Iraq. And yes, we’d like to capture or kill him, as well. And we will at some point in time.”
The alleged Saddam audiotape, meanwhile, called for Iraqi men and women to step up their fight against the U.S. occupation.
“You Mujahedeen, Iraqis and women, increase your attacks on your enemies,” the voice said. It sounded like Saddam’s, but there was no way to independently verify who the speaker was.
The man called on U.S. forces to withdraw from Iraq immediately.
“We call on you to withdraw your armies as soon as possible and without any conditions or restrictions, because there is no reason for you to suffer more losses, which will be disastrous for the Americans,” he said, claiming that the recording was made in “mid-September.”
The man also called on Iraqis to protest against occupation in the streets, to “beat the walls in protest” and to donate money to the resistance.
The last purported Saddam tape was broadcast Sept. 1 by the Al-Jazeera television network, and the CIA said it was likely authentic.

Al-Arabiya news editor Aymen Gaballah said the new tape was received Wednesday in Baghdad. As usual, he said, someone called the Al-Arabiya office and said he had a tape of Saddam.
He said the tape was aired in its entirety, 14 minutes.
Speaking with long pauses between thoughts and with the sound of papers rustling as if reading the message, the voice sounded to experienced ears to be that of Saddam, who sounded very tired.
U.S. forces in Iraq have been plagued by guerrilla attacks blamed on Saddam’s followers since he was ousted in April, hampering efforts to rebuild the country.
In an interview published Wednesday, the commander of the U.S.-led coalition in Iraq, Lt. Gen. Ricardo Sanchez, told The Times newspaper of London that U.S. soldiers now also faced revenge attacks from ordinary Iraqis angered by the occupation.
