Real Name: Dr. Christopher Syn
Aliases: The Scarecrow, Captain Clegg
Base of Operations: Dymchurch-Under-The-Wall, Kent, England
Brief Summary: The vicar was once the infamous Captain Clegg, a pirate of much repute who was believed to have been hung 10 years previously.

Name: Mr. Mipps
Aliases: Hellspite
Brief Summary: Former pirate colleague of Dr. Syn and 2nd in Command of The Scarecrow's smuggling ring. He knows the Scarecrows true identity. Serves as the church Sexton in Dr. Syn's parish.

Name: John Banks
Aliases: Curlew
Brief Summary: Youngest son of Squire Banks. Keeps Dr. Syn informed as to any recent goings on in the governor's house. He is the Scarecrow's lieutenant.

Name: Joseph Ransley
Brief Summary: A member of the Scarecrow's smuggling ring. He attempts to betray the Scarecrow but is found out before he can vanish. The Scarecrow and the other members of the ring put him on trial, find him guilty, and apparently hang him. After Fragg has run away and the other members of Scarecrow's gang is gone, except Hellspite and Curlew, Scarecrow releases Ransley and tells him that he (Ransley) is "dead" and banishes him from the country...if he ever returns, then he will actually be killed.

Name: Squire Banks
Brief Summary: Governor of Dymchurch. A loyal member of the British forces. He becomes sympathetic to The Scarecrow and his cause after the Scarecrow intervenes and rescues his eldest son Harry from being drafted in to the British Royal Navy.

Name: King George the 3rd
Brief Summary: Current King of England. Sends General Pugh on a mission to wipe out the smuggling ring led by the infamous Scarecrow.

Name: General Pugh
Brief Summary: Loyal British general in charge of attempting to locate The Scarecrow, put him on trial, and then sentence the Scarecrow to hanging. Hired the Naval Press Gang in an attempt to "persuade" the Marsh Folk to give up information on the Scarecrow.

Name: Lt. Brackenbury
Brief Summary: General Pugh's assistant, doesn't quite agree with Pugh's tactics but helps him uphold the law. He later realizes how evil Pugh really is and ends up assisting the Scarecrow's men in freeing some prisoners.

Name: Petty Officer Stabbit
Brief Summary: Leader of the Naval Press Gang to enlist young men into the British Royal Navy. Has permission to use whatever means necessary to "enlist" people in an attempt to get the marsh folk to give out information on the Scarecrow. He "enlists" by beating the person into submission with his Press Gang, tying them up, and taking the person away. He and his gang later get captured by the Scarecrow and his men and are traded back to General Pugh for a prisoner the Press Gang "enlisted" earlier.

Name: Prosecutor Fragg
Brief Summary: Fragg convinces Ransley to betray the Scarecrow by turning in names of his smuggler associates for gold. Scarecrow finds out and captures Fragg and then takes him to a trial for Ransley's betrayal. Fragg watches the trial while gagged and watches Ransley get hanged. He runs away and isn't heard from anymore.
