Scenario

 
 
  This assignment is based on the concept introduced in the Philip K. Dick short story, "Minority Report". The story is about a cop in the future working in a division of the police department that arrests killers before they commit the crimes courtesy of some future viewing technology. In this assignment the government has perfected the ability to travel into the past to prevent previous crimes. The "portal" only allows you to visit the previous century and allows no more than five "assignments". You are a CIA analyst in charge of compiling a list of the 20th Century's 5 most wanted villains. The CIA will dispatch teams to kidnap these individuals before they can act against humanity.

In order to create this list you must consider the following questions: What is a villain? What are crimes against humanity? What essential human rights must be violated in order to be considered one of the 20th Century's worst villains?

  You must compile a list of the 5 most wanted villains of the 20th Century. This list is limited to national leaders who have committed crimes against humanity. To create this list you must create a rating scale based on five criterion which you have determined define the concept of villain. You must rate each of the villains on a scale of one to five in each area. The leader with the most points is the #1 villain, the one with the second most #2, and so on. In addtion you must write a three sentence rationale detailing the crimes against humanity committed by each and a justification for why these crimes merit their inclusion on this list.
