1.
General Rules:
A. Rosters, Lineups and Player
Transactions:
1.
Flexible Roster with limits:
Maximum: 3QB, 5RB, 5WR, 3TE/K/DEF
Minimum: 1 QB, 2RB, 2WR, I TE/K/DEF
2. Roster
sizes will be (13).
3. Starting
Lineups should consist of the following: QB, RBx2, WRx2, TE, K, DEFENSE
4. All
moves acquiring a player will cost a fee of ($3.00). Trades
are FREE!
5. Player Acquisition
A.
Player
in a Thursday Night Game.
All
initial bids involving Thursday night players must be made by 9:00 PM
Wednesday. In the case of a “bidding
war” over a specific Thursday night player, it is the responsibility of the
involved owners to complete the bidding process and communicate the results to
the Commissioner prior to game time Thursday night. If it is the intent of the owner to include the player in the
current week’s roster, then it must also be communicated to the opponents prior
to game time Thursday night.
B.
Players
in a Sunday/Monday Game.
All
initial bids involving Sunday/Monday Night players must be made by 12:00 pm NOON
Saturday. In the case of a “bidding
war” over a specific Sunday or Monday Night player, it is the responsibility of
the involved owners to complete the bidding process and communicate the results
to the Commissioner and opponents prior to 10:00 AM Sunday.

No other initial player
transactions/moves/trades, what so ever, are allowed after 12:00 PM -
NOON Saturday. Only the completion of any existing “bidding war” is allowed to
take place.
6. Reporting Starting Lineups.
A.
All
starting players involved in a Thursday night game must be reported to the
commissioner and all opposing teams prior to game time (night games: 8:00 PM or
T-Day: 12:00 PM.) If a player is not reported prior to game time, that player
will be excluded from the owners starting lineup.
B.
All
starting lineups
must be reported to the commissioner and all opposing teams by 12:00 PM -
NOON Sunday. The team that fails to notify at least one party of their
starting lineup will be forced to use the same lineup from the previous week,
regardless of the players’ status.
7. E-mail to all FFL owners. Otherwise, the previous week's
lineup will be used and or the bid will be nullified.
8.
Deadlines for Transactions:
a. Trades: Saturday.
November 18, 2000, noon.
b. Moves: Regular Season - December 2, 2000,
Saturday, noon.
Post Season - No moves or trades
are allowed.
9. I/R
and R&R moves:
Players listed as out or P.U.P (physically unable to perform) may be placed
on the I/R. Must sit out at least 4
games.
Players listed as questionable or
doubtful may be moved to "Rest and Relaxation" (R&R), but must
sit out at least 2 games before being activated. Limit of one R&R player at a time. However, their salaries will be accounted for against the team
salary cap.
10. Bids are accepted
only by submitting player moves via E-mail to everyone and specify
the player(s) and
bid amount as well as player(s) dropped, if
any, and their amount to make available the salary cap room.
11. Please submit
contingency bids. Player(s) are NOT dropped unless the deal goes thru.
B.
Scoring:
1. FBSMARTS software from www.statsworld.com
will provide all the scores, standings and reports
2. Ties
are ties and will not be broken by most touchdowns.
3 In
Playoff games, coaches will designate a “special teams player” from the
non-starters to be used in case a tie needs to be broken.
C. Draft Day:
1. A
pick will be drawn by each owner to determine his team number and
division. Low # => National
Division, Mid# => United Division & High # => American Division
2. Aution/Poker Style
a. Each owner will deal out a player for
bidding. (1..12,12..1)
b. The one to nominate will start the
bidding.
c. As in poker, owners may raise or fold on the player up for bid.
Once an owner has folded he
may not rejoin the bidding on that same player.
d. The bidding will switch directions after
each nomination. (Right, Left, Right...)
e. The Big Board will remain in focus with
the addition of each player's salary.
f. The team's sum of player salaries shall
not exceed the maximum cap of $42.00 and must include
a full roster of 13 players.
g. Every owner must leave the draft with at
least 13 players.
h. The team minimum total salary is $42.00.
D. Team Salary Cap / Roster
1. Salary
Cap = $42.00. This will also serve as the entry fee.
2. Roster moves and trades are allowed
prior to the opening season.
3. Each
player acquired after the draft will have a transaction fee of $3.00. (signing bonus) However, the $3.00 will not be counted toward the team salary total.
4. Players
on I/R and R/R will remain in the team's salary total. This will deter a general manager from using
the I/R and R/R to stock pile their rosters.
5. The
minimum salary will be $.50. For
simplicity, salaries must be in increments of .50 (i.e. $1.50)
6. Players who are traded can retain
their original salary value, or negotiate their salary with the respective
teams, so long as the sum of the total of all players involved remains the
same.
7. If
a team releases a player, he may be acquired by a new team the following week,
the player will entertain offers from any or all teams whereby he will be
awarded to the team which makes the highest offer. The team which released the player will be freed of his salary
and make available an open roster position.
8. A
team may not resign a player for a
lessor salary until four weeks after the player was released.
9. After
four weeks, he may return to his former team at the minimum salary level. Other teams may bid for this player where
the bidding may begin at the minimum salary level.
10. All
teams must have a minimum of 13 players on their
roster. Maximum of 13 players.
11. The
team minimum salary is $42.00 A team
will be taxed the difference multiplied by 2 if the total team salary is less
than $42.00. Example, (44.00 - 42.00 =
4.00 tax)
12. Incentive
clauses are not allowed to be used in the player’s salary. This shall not limit any imaginative trade
deals between the owners, with granted approval by the commissioner.
13. If
a player retires during the season, he can be removed from the team along with
his salary.
Every team must maintain their
team salary at or below $42.00 throughout the season.
14. The
weekly waiver wire opens Tuesday 7:00 pm.
15. FFL "I/R" is allowed when the player
is listed as "out", a team may place the player on I/R for a minimum
of 4 weeks. However, the player's
salary is be
counted toward the team salary total.
16. FFL "R&R"If player is listed as
"questionable" or "doubtful", a team may place the player
on R/R for a minimum of 2 weeks.

E. Justice
Three
FFL Committee members will serve to assist in crucial FFL decisions. Each member will receive one vote while the
FFL commissioner will receive two votes.
The FFL Commissioner and Committee have the right to suspend, fine and
rule on any matter not explicitly defined in the FFL Rules via a majority vote. FFL 2000
committee members: (Joe P., Joe T. and Stan O.) If a committee member is involved in a dispute or ruling, the
Commissioner will vote. If more than
one member is involved in a dispute or ruling, all owners will be asked to
vote.
II. Point
Scoring System:

Point Conversions = 2 pts.

Rounding: Round up if
greater than or equal to.5
Do not carry decimal points over
categories. Points for categories will be whole numbers.

Structure:

divisions of 4 team each.
3. Each team will play 4 intra-division games versus the 3 teams
in their division and 2 inter-division game versus the 8 non-division
teams. Regular season is 14 weeks.
4. The
3 division winners and wild card will make the playoffs for the SUPER BOWL!
5. The
next four teams will go to the Silver Bowl bracket.
6. The last four teams will go to the Bronze Bowl
bracket.
(Based on 10 teams.)
1. Team

3. Each team will play 4 intra-division games versus the 3 teams

will "bumper" the teams within their divisions. 1st place

two 5th place teams play again. Regular season is 14 weeks.
4. The
2 division winners and 2 wild cards will make the playoffs for the SUPER BOWL!
