Handout: How to write the memo on a terrorist event



I. Event
A. Give a one paragraph overview of what happened

II. Group
A. What type of group(s) is it (secessionist, right wing, left wing, Islamic or other)
B. When was it formed?
C. How is it organized?
      a. Hierarchic vs. decentralized?
      b. Overt political representation or not?
      c. What type of cell structure?
D. How big was it at the time?
      a. Effectives (if possible)
      b. Finances (if possible)
      c. State support (if possible)

II. Strategy
A. What is the overall strategy (or strategies) of the terrorist organization?
      a. Remember: a strategy is a mean-ends chain
      b. Look at the arrow diagrams of terrorist strategies
B. What was the goal of the specific terrorist act and how did it contribute to the terrorist's strategy?

III. Tactics
A. How was the attack planned and organized?
B. What weapons and tactics were involved?
C. How did the attack turn out?
D. Did the attack proceed according to plan?

IV. Reaction
A. How did the targeted state respond to the terrorist attack?
B. How did the international media respond to the attack?
C. How did the public respond to the attack?
D. How did the international community respond to the attack?

V. Evaluation
A. Did the terrorists accomplish their tactical goals?
B. Did the attack ultimately contribute to the terrorist's cause?
C. Evaluate the wisdom of choices made by terrorists and the government
