Relatively formulaic; a sort of marriage between The Prisoner of Zenda and Mr. Smith goes to Washington.  Unfortunately, it features a boringly predictable political message.  Once again, the Republican president is both a bad president and a bad man.  This kind of thing is getting pretty tedious.  Overall, the film is raised by Klines performance.  He plays both the President and the innocent, upstanding man who replaces him after a serious accident.  He is very convincing as both, but the title character is really a neat fellow.  Very, very likeable, and a real good fellow.  Other then that, there is really nothing memorable here.  A decent amount of chemistry between Weaver and Kline, and some fun cameos as well.  Ving Rhames is solid, as usual.  And Ben Kingsley is a very interesting character who plays almost no role in the film.  A thoroughly forgettable film, really.
