My 20 years of in-depth data systems engineering experience enables me to apply a systems perspective to managing projects.
I am experienced in programming, managing and supporting projects for clients such as the White House-Executive Office of the President, Internal Revenue Service, the Office of Child Support and Enforcement, State of Maryland and Anne Arundel County. My programming experience includes COBOL, CICS and DB2 on IBM mainframes including DB2 Database Administration (DBA), and also includes Web development using dHTML, ASP, ASP.NET, VB, VB.NET, SQL Server and MS Access.
I have excellent communication skills, and work well with clients and users. I have professional journalism and radio experience. I have five years experience teaching college level Computer Science courses in Baltimore and for SRA University in Fairfax, VA.

n Executive Office of the President (White House), performed primary technical support for all mainframe activities including Payroll, Personnel, and Financial Accounting. Acted as DB2 Database Administrator for support and production tuning. COBOL, CICS, DB2 DBA, JCL.
n Received the Internal Revenue Service Commissioner's Award, 2002, for work performed on the Enterprise Telephone Data (ETD) Warehouse Project under the TIPPS 2 Joint Operations Center (JOC) Support Task Order.
n Internal Revenue Service, Joint Operations Center, Electronic Telephone Data (ETD). This role included the development of Configuration Management (CM) and master test plans, development of the system requirements database, development of work plans, task scope estimation, decision papers, scheduling, resource selection, tool selection, system design, costing estimates, work flow processes, standard operating procedures, contingency plans and progress reports, and CM and CMM process oversight. This role also included ASP and SQL database programming.
n Internal Revenue Service, Joint Operations Center, Multilingual Initiative. Responsible for ASP programming and support for the MLI web site.United States Army, Force Management Support Agency, Force Builder Decision Support System (FBDSS). Responsible for maintenance and new development for the Army's extensive DB2 tables with COBOL and QMF, with some CICS usage. Modified PL/SQL Oracle 8i scripts.
n Management of Data Quality Analysis of the Office of Child Support Enforcement’s (OCSE) Extended Federal Parent Locator Service (eFPLS) and its Federal Case Registry (FCR). Analyzed files sent from all 50 states, tracked records through the FCR DB2 database and evaluated response records sent from the FCR to the states.

n Web site development using HTML and Javascript. Wrote Javascript functions to animate and play audio. Developed animated gifs. Designed Web pages and graphics.

Compuware Corporation - December 1993 to November 1997.
n Year 2000 renovation work using COBOL, CICS, DB2 and IMS, and MicroFocus COBOL its Year2000 package Revolve.
n Designed, developed, coded and implemented a system to track County Infrastructure objects such as roads, storm drains, sidewalks, curbs, gutters etc. This system was written for the county in the C programming language and AIX (UNIX) on an IBM RISC6000 computer. Wrote a Windows Help file using MS-Word, Rich Text Format (.rtf) files and the Microsoft Help compiler.
n Developed, coded and implemented a system to track Public Works Service Requests and to produce management reports. This system was written in dBASE IV 2.0, and in C on an IBM RISC6000 computer using the AIX (UNIX) operating system. Wrote System Documentation and User's Manual.
n Designed, developed, coded and implemented a sign inventory system for Highways and Traffic department. The system also is used for work management and generating and tracking work orders related to the sign inventory.
n As project leader, designed, developed, coded and implemented a new system for Children's Medical Service to record client information, enroll and qualify clients, pre-authorize medical services, pay medical provider bills, generate and send letters to clients and providers, and generate statistical reports. This system was written in CICS, and COBOL, using VSAM files. We created source code on PC's, using MicroFocus COBOL with the CICS option, moved the code and tables to an IBM MVS/XA environment, and tested using XPEDITER. In 1995, I returned to add functionality to the CMS system, linking it to other State data files for the purpose for fraud detection and cross-reference.
n Modified DB2 SQL COBOL programs to comply with shop standards, and modified applications programs to implement nation-wide system modifications.

Client: Health Care Financing Administration
n Participated in development and maintenance of a distributed processing system of Medicare Insurance Processing, known as the Common Working File (CWF) system, with distributed transaction processing on IBM 308x and 3090, MVS/XA, COBOL II, CICS 2.1, VSAM files. Was valuable in development of the CWF Quality Assurance Program, including design, coding, and implementation using COBOL II, VSAM, TSO/ISPF.
Science Management Corporation, January 1988 to August 1989.
n Designed, coded and implemented an on-line system to link remotely located personal computers to the NIH mainframe, using MFS screens, IMS DB/DC and COBOL. Developed management reports, supported PC communication packages, maintained production systems.
n Designed, developed, coded and implemented a system to track County permits, approvals and licensing, using CICS 1.7, COBOL II and VSAM files.
