Market oriented Solution to Immigration

few days ago, Martin Wolf wrote a brilliant article on immigration
and puts forward three reasons why immigration is so hard to tackle:
1. The flow
of immigrants has been substantial
2. The government does not seem to know how many immigrants there
are
3. The government never made a case for such levels of immigration
But he suggests
that:
“we
should certainly move to market-compatible systems, such as auctions
of work permits, rather than arbitrary point systems.”
