Paris talks with the Capulets, asking for their permission for him to marry Juliet.  Lord Capulet agrees to this, because he thinks that Juliet being married will help her to take her mind off of Tybalt's death, which they think is the reason she is crying so much; but really, she is crying so much because Romeo has been banished.
