DEFINITIONS
Apprentice
- a person who has signed a written Apprennticeship Agreement with a Sponsor to
learn an apprenticeable occupation as outlined in these Standards.
Apprenticeship
Agreement - a written agreement between an apprentice and
the Sponsor, which has been registered with the Registration Agency.
Apprenticeship
Committee - a Committee approved by the Registration
Agency as a Joint Apprenticeship and Training Committee represented equally
from management and labor; or where no employer or employee organization
exists, a Committee composed of persons known to represent their respective
interests; or the Council itself where the Council acts as the joint committee
under RCW 49.04.040.
Subcommittee(s)
approved by the Registration Agency, represented equally from management and
labor, may also be established under these Standards within the same
geographical area, and are subject to the parent Committee.
Apprenticeship Program
- a plan for administering an Apprenticeshhip Agreement or Agreements. The administration of the Agreement includes
all procedures for the qualification, recruitment, selection, employment, and
training of apprentices. An
apprenticeship program must have a sponsor and must have written Standards that
describe the program and contain the provisions required by RCW 49.04.050.
Council
- the Washington State Apprenticeship and Training Council established pursuant
to RCW 49.04.010. The Council consists
of three labor and three management representatives, and an at large representative
appointed by the Governor. The Council
has overall responsibility for the operation of apprenticeship programs in the
state including approval of new or revised occupational standards. It is the court of last appeal for
disciplinary actions, insures compliance with established standards and is
governed by state statute.
Elective a class that meets or
exceeds the criteria for related instruction hours.
JATC the Washington Public
School Classified Employees Joint Apprenticeship and Training Committee.
Journeyman
- an individual who has sufficient skills and knowledge of a trade, craft, or
occupation, either through formal apprenticeship training or through practical
on-the-job work experience, to be recognized by a state or federal registration
agency and/or an industry as being fully qualified to perform the work of the
trade, craft, or occupation. Practical
experience shall be equal to, or more than, the term of apprenticeship.
Plant
Program
a program generally limited to an individual school
district or facility. The State
Apprenticeship Council acts as the committee.
Program
Core Curriculum
the curriculum established by the state JATC for
the occupation.
Registration Agency
- the Washington State Apprenticeship and Training Council and its
administrative arm, the Employment Standards, Apprenticeship and Crime Victims
Compensation Division, Apprenticeship Section, Department of Labor and
Industries.
Related
Supplemental Instruction
the educational component of the apprenticeship program. 144 clock hours (15 credits) of related
supplemental instruction are required for each year an individual is registered
as an apprentice. Instruction may be
provided through, but not limited to, one or more of the following
methods: supervised field trips,
approved training seminars, a community college or a technical college.
Re-Rate a status change that
establishes different minimum levels of pay.
Sponsor
- any plant, firm facility, association, ccommittee or organization operating an
apprenticeship program and in whose name the program is (or is to be) approved
and registered.
Standards the written agreement
setting forth all terms and conditions for qualification, recruitment,
selection, employment, and training of apprentices, as approved by the
Washington State Apprenticeship and Training Council. The standards contain the work processes and the method of
training to allow an apprentice to reach journey level status.
Substitute
Class
a class taken in lieu of a core curriculum class that meets or exceeds the
class syllabus. Substitute classes must
be approved by the JATC.
Training
Agent
any firm, facility or school district participating in an approved program.
Work
Processes
hours spent in on-the-job training, in the position occupied
by the employee.
