We did not conquer territory from the palestinians; there was no palest. entity with sovereign rights over the territories.  We conquered the west bank from jordan. No arab leaders arose to proclaim the establishment of an arab state.  There were arab leadership which could have proclaimed a state, but arab leaders, unlike Ben Gurion, were not progmastic. They wanted all the territory and when they couldn't have it, the military forces of Egypt, Transjordan, Syria and Lebanon along with units from Iraq and Saudia Arabia, rose up against the nascent state of Israel and started what they caled the war of independance.  Mordechai Palzar, former Foreign Ministry chief of protocol.

And Then What Happened?
The place: the Galilee, home of  300,000 Israeli arabs.  The village Sakhnin, model of social and economic progress since 1948; good roads, electricity, water, schools, appliances, TV sets in every home.  Then the dams burst, 'We are all fatah', men and women shouted in chorous, even as they threw stones and molotof cockatials, flaming torches, and lighted cans of gas at police.  The police fired warning shots in the air which only enticed the situation.  The rioters began to move towards the police and soldiers, trying to trample them. Not even the ponting of the rifles at them stopped the mob.  'They're overrunning us' the police shouted into the radios.  The mob wandered through the main street, raining stones, torches and firebombs on the police and military vehicles.  Some of the excited youth wanted to set up roadblocks.  Others moved close to security forces with clear intent to burn the vehicles.  The soldiers fired into the air, but none in the mob paid attention.  An Israeli journalist who attempted to get past the roadblock in the village was attacked by arabs shouting ; 'Get out of here, this is palestine!'  He later reported, "It was terrible there, I don't remember such chaos since 1948.  Every Jew was a candidate for murder.  I saw them and the lust for murder burning in their eyes.  Slogans such as 'eleyhom' and 'itbach al-yahud' [slaughter the Jews]  are moderate in view of what I heard  From all sides came cries for liquidation of Israel, to destroy all the Jews, for a jihad [holy war].  It is difficult to believe such a scene could take place in the state of Israel in 1976.  Such hatred of the state of the Jews is difficult to comprehend.  What happened there was not a riot or chaos, it was a revolt.  The arab revolt of 1976... Since the creation of the state of Israel its minority population has grown from 150,000 to 400,000.  During the 25 years of statehood remarkable accomplishments in many fields have been achieved by this minority.  The principal of equal rights for the arabs of Israel proclaimed in the Declaration of Independance have been indeed realized.  The minorities enjoy religious freedom, full voting rights, and the right of founding political organizations both national and local.  The education system has developed considerably.  The number of pupils and students has grown from 10,000-125,000.  The arab village has changed its face since the founding of the state.  In the framework of the 25 year plan basic services were established, roads,water, electricity, schools, health services and other institutes of public interest.  The completion of this marked the beginning of the industry of the arab village.  Factories and workshops, which also employed arab workerswere opened; modern mechanized agricultural systems were introduced.  45,000 (11,200 acres) duram are now being irrigated by artificial means compared with 8,000 (2,000 acres) duram before.  Excerpt of Govt Pamp. titled arabs in Israel dated 1973.      The time, 3 years later March 30,1976 9:00am.  The place:the Galillee home of 300,000 Israeli arabs.  The village Saknim, model of social and economic progress since 1948.
