�The Federation� �Space, the final frontier.� A popular slogan from the hit science fiction series, Star Trek. In Star Trek humans are perceived as the diplomats of the galaxy with a utopian Planet Earth, free from pollution, corruption, and crime. I am not here to advocate whether or not that this golden age of mankind will happen, but instead what we are doing in the Status Quo that is preventing the utopia from occurring �Global Warming. To understand the problem that is at hand, we must first look at how global warming works, then the history and effects of global warming. To understand global warming, you must understand what the greenhouse effect is. According to The Greenhouse Effect: Life on a Warmer Planet, by Rebecca L. Johnson states that the greenhouse effect is, ��the process by which gases in the earth�s atmosphere absorb heat energy radiating from the surface and then reradiate some of that heat back toward earth.� In other words, the process where the sky with heat trapping gases (known as greenhouse gases) bounce back heat that the earth created; in which the earth would be comfortably warm. The major gases that play the most important roles in the greenhouse effect are CO2, CH4, and N20. Of course all these greenhouse gases occur naturally on earth: CO2 comes from exhale; CH4 comes from the decomposition of dead trees; and N20 comes from the soil. However, as mankind progresses on: burning more coal, oil, and wood; and the rapid deforestation of our largest oxygen producers (trees) -we are drastically increasing the amount of greenhouse gases in our atmosphere, therefore trapping a little more heat than the earth is normally supposed to, causing Global Warming. As early as 1896, the theories of global warming were already surfacing from the incredulous public. A Swedish chemist advanced the theory that carbon dioxide emissions from combustion of coal would enhance Earth's greenhouse effect and lead to global warming. In 1949, a British scientist linked the estimated increase of CO2 with the observed warming of northern Europe and North America, which began in the 1800�s. In 1954, a Yale biologist first suggested that deforestation will increase atmospheric C02. In 1957, scientists with the Scripps Institute of Oceanography reported for the first time that much of the C02 emitted to the atmosphere is not absorbed by the oceans, as was the belief at the time, but leaving significant amounts in the atmosphere which would eventually warm the Earth. They called C02 emissions as �a large-scale geophysical experiment� with the Earth�s climate. By 1979, a report from the National Academy of Sciences (NAS) panel on climate change advised that �A wait-and-see policy mean waiting until it is too late� to avoid significant climate changes. In 1983, the US Environmental Protection Agency (EPA) stated that as a result of warming, �agricultural conditions will be significantly altered, environmental and economic systems potentially disrupted, and political institutions stressed.� As you can see, as we became more advance, we are finding more and more evidence that global warming is not just a myth from the 1800s, but a lethal fact of the modern age. As the Industrial Revolution modernized how we live today, we neglected the damage we were doing to our planet. Currently, humans have been producing the largest excess amounts of pollution and Greenhouse gases �known to human existence. We are now just starting to feel the effects of all the pollution and Greenhouse gases that have piled up from the past centuries. According to the EPA, since the beginning of the Industrial Revolution, atmospheric concentrations N02 risen about 15%, methane nearly doubled, and CO2 increased nearly 30%. These increases ultimately leads to an increase of heat being reflected back on to the earth. We have already seen the consequences of these increasing temperatures on our planet. �El Ni�o, La Ni�a, Hurricane Andrew + Floyd, huge tornadoes in cities, and heat waves. According to Alex Kirby, Environmental Correspondent for the British Broadcasting Company, said, �The problem is global warming, which is bringing �a combination of rapid warming of the globe and extreme weather events�...� An increase in 3-5? Centigrade would increase 50-80 million cases of malaria and other diseases throughout the world per year. According to the same article mentioned above, �A cholera outbreak in Peru in 1991 cost the country more than $1bn in lost seafood exports and tourism. The WWF (World Wide Fund for Nature) says the dengue fever threat to the Caribbean could put its $12bn tourist industry in jeopardy.� Ecosystems will be destroyed, and species will become extinct. If we do not band together and solve this problem together as United Nations, consequences will be fatal. Global Warming does not only affect a certain area of the world, but the entire world as a whole. According to the Intergovernmental Panel on Climate Change, if the global ocean level increased by only 1 meter: Egypt would lose 1% of the country�s land. Netherlands 6%, Bangladesh 17.5%, and 80% of the Majuro Atoll in the Pacific Marshall islands. International solvency is needed. Though skeptics fear repercussions from �losing sovereignty,� we can not afford not to form a Federation. Brazil is the best example. The Amazon rainforest is the largest rainforest in the world, making it the main producer of oxygen that all life on earth depends on. However, Brazil continues to deforest huge expanses of the Amazon. If no one steps in to stop this, the entire earth will be left without air. An international Federation will enforce strict regulations for the better of all life on earth. Thus I urge for the following legislation to be passed by the United Nations to significantly reduce Global Warming Emissions. Section I. Resolved that the United Federation of Sovereignties be formed. We do not have much time to lose. The United Federation of Sovereignties must form now between nations to take swift and decisive action. Only internationally can we have the resources and the financial means to lead the world to a utopia. The United Nations has already expressed concerns about global warming. The 1997 Kyoto Global Warming Treaty is a prime example of how the world wants to decrease global warming emissions. However, treaties like the Kyoto have not been very successful; due to the lack of enforcement and jurisdiction. Section II. Elected representatives from each country will be sent to represent their sovereignty in the Federation. To appease the fear that the Federation will become a plutocracy, a fair amount of nationally elected representatives will be sent to the Federation. Section III. The United Federation of Sovereignties will start international jurisdiction immediately after passage. Scotty, a popular character in Star Trek once said, �I can�t give it anymore, Captain!� Scotty is screaming the exact same message to us, that our planet is reaching its maximum tolerance, and the only way to stop this destruction of our planet is to reform our ways. If the United Federation of Sovereignties is not formed in time, the utopia I spoke about will become a torment for all mankind. In order to be diplomats of the universe, we must unify earth, and by passing my legislation we will be taking the first steps to a true Federation, and �to boldly go where no man has gone before.�
