An excellent NEWSWEEK Investigation into the Roots of Torture found that Bush, Rumsfeld, and Ashcroft, signed off on a secret system of detention and interrogation to sidestep the historical safeguards of the Geneva Conventions, that opened the door to the current Pandora's box of abuse.
